We are also <br /> concerned about the continued presence of underground tanks. <br /> San Joaquin County is interested in supporting your efforts to remediate and monitor groundwater <br /> conditions.We are not in support of any waiver of liability that will compromise long—term reme- <br /> diation of contamination on the property. <br /> We are not aware of any authority for the County to foreclose on the property. However the County <br /> will have the power to process the property for tax sale, on behalf of the State, during 1997-98. <br /> Under either process, we are not aware of any authority to hold proceeds of a sale in trust in the <br /> absence of a lien. <br /> We accept your invitation to meet with us to discuss alternatives regarding this property. We will <br /> make arrangements for a meeting in Stockton, possibly including a site visit, at your earliest con- <br /> venience. County representatives will include staff from County Counsel, District Attorney, <br /> Environmental Health,Treasurer—Tax Collector, and County Administrator. <br /> We understand that a substantial amount of effort has been expended by the Regional Water <br /> Quality Control Board and the Attorney General in pursuing remediation of the conditions on this <br /> property. In order to maximize our understanding of the status of available alternatives,we suggest <br /> that the meeting include representation of the Attorney General as well as your staff and counsel. <br /> You may contact Richard Laiblin at (209)468-3211 to arrange the meeting you have proposed. <br /> Very <br /> 'David L.
