Noted that provision for water and shelter was not indicated, <br /> - Building Department <br /> - Local Health District <br /> Public Works Department <br /> Caltrans <br /> State Humane Officer <br /> OTHER CONSIDERATIONS <br /> - The Environmental Review Officer determined that this application may be <br /> processed under a Negative Declaration. <br /> - The proposal is in conflict with the General Plan. Kennels are not permitted <br /> in residential or commercial zones - only in agricultural areas. The <br /> applicants are proposing to breed dogs. <br /> - One of the principles of the General Plan states : <br /> "Intrusion of incompatible uses into residential areas will be <br /> prohibited, and adverse effects of adjacent uses will be minimized. " <br /> - The proposed use could have a detrimental effect on the surrounding resi- <br /> dential area. The requirements of the Zoning Ordinance are intended to <br /> preserve the health and welfare of the residents of the County. <br /> - There is a zoning violation on the property. Chickens are penned within <br /> the 40' setback required by the Zoning Ordinance. These chickens would not <br /> be permitted if the area was zoned consistent with the General Plan as <br /> residential low density. <br /> - Animal control noted that there appeared to be no provision for shelter or <br /> water. <br /> - The applicant states that 4 parking spaces would be provided. The area <br /> proposed appears inadequate. He also estimated that there could be 12 <br /> customers a day. This additional traffic could have a detrimental affect <br /> on this residential area. <br /> RECOMMENDATION AND FINDINGS <br /> - Ratify the Negative Declaration. <br /> - Denial, based on the following findings: <br /> - The proposal is in conflict with the General Plan. <br /> - The proposal does not meet the intent of the Zoning Ordinance. <br /> - The proposal could be materially detrimental to the public <br /> health, safety, or welfare, or injurious to the property or <br /> improvements in the vicinity. <br /> This item was continued from the meeting of June 8, 1978. <br />
