California Regional Water Quality Control Board
Central Valley Region W'.
Robert Schneider,Chair
Alan C.Lloyd Ph.D. Sacramento Main Office Arnold Schwarzenegger
Secretary for , Internet Address: http://www.swreb.ca.gov/rwgcbS Governor
110-0 Sun Center Drive#200 Rancho Cordova,CA 95670-6114
Environmental Phone(916)464-3291 Fax(916)464-4797
Protection
27 June 2005
Mr.Robert Gray
Pacific Gas and Electric Company
375 North Wiget Lane, Suite 200
Walnut Creek, California 94598
WELL DESTRUCTION REQUEST,PACIFIC GAS AND ELECTRIC COMPANY, LATHROP
DEHYDRATOR STATION, SAN JOAQUIN COUNTY
Staff of the Central Valley Regional Water Quality Control Board(Regional Board)reviewed the
30 December 2004 Request for Authorization to Abandon Three Off-Site Ground>vater Monitoring Wells
at PG&E's Lathrop Dehydrator Station Site (Authorization Request)that was prepared by CH2M Hill
on behalf of the Pacific Gas and Electric Company(PG&E) for the Lathrop Dehydrator Station release
site (site),which is west of the intersection of Willow Glenn and Undine Roads, about 6-miles northeast
of Tracy in San Joaquin County.
The Authorization Request contains the rationale to destroy monitoring wells MW-2,MW-3 and MW-4
at the site. The rationale includes the fact that site equipment and soil source pollution was excavated
and removed from the site in April 2004. MW-2,MW-3 and MW-4 are off-site and the property owner
would like the wells removed. In addition, sampling from MW-2, MW-3 and MW-4 shows that they
never contained total petroleum hydrocarbons, benzene, toluene, ethylberizene or total xylenes above the
water quality objective. MW-1,MW-9 and MW-10 were destroyed as part of the soil excavation work.
Thus, groundwater monitoring at the site will continue as required by Monitoring and Reporting
Program No. 5-01-877 for MW-5,MW-6,MW-7,MW-8,MW-11A and MW-11B. Regional Board
staff concurs with your request. Thus,PG&E may proceed to atrange with San Joaquin County
Environmental Health Department for the permitted destruction of monitoring wells MW-2,MW-3 and
MW-4 at this site.
By 8 August 2005,please submit a schedule to complete the monitoring well destruction and well
installation and submit a results report. If you have any questions regarding this letter or need additional
information, you may contact me at(916) 464-4682 or by email at mserra@waterboards.ca.goy.
LU
MARY SERRA
Private Sites Cleanup Unit
cc: San Joaquin County Environmental Health Department, Stockton
Ms. Diane Sarmiento, CH2M Hill, Oakland
California Environmental Protection Agency
