STATE OF CALIFORNIA - Environmental Pn on Agency PETE WILSON, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION p
3443 Routier Road, Suite A ENVIRONMENT
AL HEALTh
Sacramento, CA 95827-3098 7 .1I i'
PHONE: (916) 255-3000 ,EI?V!CE
FAX: (916) 255-3015 904 DEC —7 PM 1:
27
5 December 1994
Mr. Ernest Lee
Pacific Gas and Electric Company
375 North Wiget Lane, Suite 250
Walnut Creek, CA 94598-2412
PACIFIC GAS AND ELECTRIC COMPANY, LATHROP GAS DEHYDRATOR STATION,
SAN JOAQUIN COUNTY
We have reviewed the August 1993 site assessment report for PG&E's Lathrop Gas Dehydrator
Station entitled Report of Subsurface Investigation, PG&E's Lathrop Gas Dehydrator Station, San
Joaquin County, California, prepared by your consultant Technical and Ecological Services. This
report was originally prepared for the San Joaquin County Public Health Services Department, and
was submitted to us on 6 September 1994. The attached memo contains our review of and
comments on this report.
The report shows that the soil and ground water at the site contain various petroleum hydrocarbons,
including TPH as kerosene, TPH as gasoline, and benzene. Laterally, the highest concentrations
were near the reboiler unit, while vertically the highest concentrations were just above the water
table at about nine feet below ground surface. Additional investigation is needed to determine the
lateral and vertical extent of soil and ground water contamination. Since a water sample from the
discharge line of the reboiler unit contained glycol compounds, ground water samples need to be
tested for these compounds, and for volatile and semi-volatile organic constituents. By 13 January
1994, please submit a work plan and time schedule to determine the extent of soil and ground water
contamination and to implement appropriate interim remedial measures.
If you have any qu ` you may call me at (916) 255-3141.
ri
o_HN MOO Y
Water Resou ontrol Engineer
JDM:jdm/lsb
Enclosure
cc: Ms. Linda Turkette, San Joaquin County Department of Public Health Services Stockton
