HEALTH AND SAFETY PLAN <br /> Pacific Gas and Electric Company is dedicated to ensuring that its employees and contractors work within <br /> a safe and healthy environment at potentially hazardous sites. All field personnel working on the project <br /> will be SARA-trained(Hazardous Waste Site Operations 40-hour training class). This Health and Safety <br /> Plan is prepared in accordance with 29 CFR 1910.120 and will be implemented during the soil sampling <br /> portion of the subsurface investigation described in this work plan. The requirements, specifications, and <br /> procedures presented in this plan will apply to all on-site personnel involved in this investigation including <br /> employees, contractors and sub-contractors, site visitors, and regulatory agency personnel. <br /> J KEY PERSONNEL <br /> The Site Safety Officer/Project Manager will provide necessary training to site personnel involved in this <br /> Jinvestigation in the use of safety and personal protection equipment and will manage the on-site monitoring <br /> program. The Site Safety Officer/Project Manager will have the authority to deny access to any individual <br /> without the proper training,medical release, or protective equipment required for the site conditions or <br /> those individuals disregarding site safety procedures. All site personnel will be under the direction of the <br /> J_ Site Safety Officer/Project Manager. The Site Safety Officer/Project Manager for this project at PG&E's <br /> Lathrop Gas Dehydrator Station is Darrell Klingman(phone: 510-866-5883). <br /> 1 <br /> HAZARD ANALYSIS <br /> 1 The activities addressed by this health and safety plan include soil sampling while conducting exploratory <br /> soil borings. Although exposure to petroleum hydrocarbons at hazardous levels is very unlikely, these <br /> 1 activities present a remote potential for exposure to potentially hazardous materials via dermal contact and <br /> 1 inhalation. <br /> 1 <br /> The most significant risk associated with the compounds at the site is exposure to aromatic compounds. <br /> 1 Skin contact will be eliminated by use of clothing and gloves. The inhalation hazard will be minimized by <br /> 1 using appropriate respiratory protective devices as determined by on-site air monitoring using a <br /> 1 photoionization detector vapor meter(PID) calibrated to the benzene molecule with isobutylene gas. <br /> 1 The Site Safety Officer/Project Manager will establish an exclusion zone around the work area.
