Well Abandonment and Soil and Groundwater Investigation Work Plan <br /> US Can-Welty Road September 2007 <br /> container manufacturer,Hunter Container Company,and a can manufacturer,US Can Company. Hunter <br /> Container Company still owns the property. <br /> Historical site records indicate the following environmental concerns associated with former Hunter <br /> Container Company and US Can Company operations(Radian, 1997): <br /> • Former wastelbum pit removal area; <br /> • Gasoline storage tanks removal area; <br /> • Septic tank; <br /> • Former chemical storage shed area; <br /> • Former wash water discharge area; <br /> • Former aboveground storage tank;and <br /> • Condensate outlet-pipe location. <br /> Information regarding these environmental concerns is limited,as historical records are scarce. Historical <br /> records indicate that one 1,000-gallon gasoline-containing underground storage tank(UST)that was <br /> removed from the site in 1988 (Figures 2 and 3); the exact location of the UST in not known. According <br /> to historical aerial photos, it appears the former waste/bum pit area associated with former Hunter <br /> Container Company operations is now located underneath the western end of the existing site building, <br /> formerly the Hunter Container Company can fabrication plant(Figure 2). An accidental surface release <br /> of waste cleaning solutions was reported from a condensate outlet-pipe located on the northeastern side of <br /> the fabrication plant(in the vicinity of MW-1). <br /> At the request of Hunter Container Company and US Can Company, investigations were performed by <br /> their consultants to assess the possibility that these environmental concerns impacted the property. In <br /> addition,Chevron Pipe Line Company evaluated whether trichloroethylene(TCE)in waste cleaning <br /> solutions released from the condensate outlet-pipe during former Hunter Container Company operations <br /> had impacted groundwater. On behalf of CEMC,Geomatrix and then SAIC have investigated the <br /> presence and extent of residual petroleum in the subsurface near the OVP and TAOC pipelines. Previous <br /> investigations are described in more detail in Section 2.5. <br /> Off-site,Western Farm Service(WFS)is located directly north of the site across Highway 33. WFS has <br /> stored and distributed bulk liquid and dry fertilizers on its facility since 1969. Historical records indicate <br /> this site contained three USTs: a 10,000-gallon UST was used for storage of diesel,and 5,000-and <br /> 10,000-gallon USTs were used for storage of gasoline. Historical records are limited,and exact tank <br /> locations are not known. The USTs were removed in 1987 and approximate locations of the former USTs <br /> are illustrated on Figures 2 and 3. <br /> In addition,a former Union Oil Service Station that operated from 1972 to the mid 1980s is located at the <br /> northeast corner of the intersection of Welty Road and Highway 33. No historical records are available <br /> for this site; therefore,the location and status of the USTs are unknown. The former station and pump <br /> island locations are illustrated on Figures 2 and 3. <br /> 2.2 HISTORICAL AND EXISTING PIPELINES <br /> The OVP transported heated crude oil from Bakersfield to Richmond,California from the early 1900s to <br /> the 1960s. In addition,Bunker C fuel oil was sometimes transported from Richmond to Tracy, <br /> California. The OVP was located along the northeastern side of the site and parallel to the existing Union <br /> Pacific Rail Road(UPRR)and Highway 33. The former TAOC pipeline was also present between the <br /> site and Highway 33. The TAOC pipeline was used to transport heated crude oil from the Central Valley <br /> to the San Francisco Bay Area and operated from the early 1900s until it was decommissioned in the <br /> 1970s. The TAOC pipeline was acquired by Chevron through its merger with Texaco. <br /> 2 SAIL <br /> From Scrence to Solutions <br />
