Box 6012 <br /> San Ramon, California 94583-2324 <br /> Subject: Workplan for Additional Soil Borings and Implementation of Quarterly Monitoring and <br /> Sampling at U.S. Can/Welty Road, located at 35275 Welty Road,Vernalis, San Joaquin <br /> County, California <br /> SAIC Project Number: 06-6102-00-5394-101 <br /> Dear Mr. Mansholt: <br /> Science Applications International Corporation (SAIC) is pleased to present this scope of work to <br /> delineate soil northeast of soil boring GMX-12 and groundwater down gradient of the subject site. This <br /> scope of work is being prepared in response to the Regional Water Quality Control Board(RWQCB) <br /> letter,dated December 4, 2003,requesting additional soil borings off site to evaluate the lateral extent of <br /> petroleum-affected soil and groundwater. The December 4,2003 letter is included in Appendix A. <br /> A site-vicinity map is attached as Figure 1 and a proposed boring location map is attached as Figure 2. <br /> SITE DESCRIPTION <br /> The site is located at 35275 Welty Road,Vernalis, San Joaquin County, California. Currently,a paper <br /> insulation manufacturer,Insulair Inc.,occupies the site. The site formerly belonged to a container <br /> manufacturer,Hunter Container Company, and a can manufacturer,U. S. Can Company. The site is <br /> located in a rural and light-industrial area and is bordered by Welty Road on the east,Highway 33 on the <br /> north, and agricultural fields south and west of the site. The site location is presented on Figure 1. <br /> The site is located within the Central Valley Physiographic Province of California and has a relatively flat <br /> topography that slopes gently downward to the northeast. The site is situated at an elevation of <br /> approximately 103 to 105 feet above mean sea level (MSL). <br /> From the early 1900s to the 1960s Standard Oil (predecessor to Chevron and ChevronTexaco)operated <br /> the former Old Valley Pipeline(OVP), which transported heated heavy petroleum(crude oil and Bunker <br /> C fuel oil)from Bakersfield to Richmond, California. The OVP was located along the northeastern side <br /> of the site and parallel to the existing Union Pacific Rail Road(UPRR) tracks and Highway 33. The <br /> former Tidewater Associated Oil Company(TAOC)pipeline was also present between the site and <br /> Highway 33. The TAOC pipeline was used to transport heated heavy petroleum(crude oil and Bunker C <br /> fuel oil) from the Central Valley to the San Francisco Bay Area and operated from the early 1900s to its <br /> decommission in the 1970s. (Hereinafter,the two former pipelines, OVP and TAOC, shall be collectively <br /> referred to as OVP.) <br /> Currently,Kinder Morgan Energy Partners,L.P. (KM),operates a pipeline that reportedly transports <br /> gasoline,jet fuel, and diesel and is located between the site and Highway 33.
