Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: COED9SFZK Site Location: 10644 TRINITY PKWY <br /> Activity Summary <br /> Activity Date Recorded by <br /> 02/26/2021 Received and reviewed Cal OES spill report 21-1069, which states a caller FLORIDO <br /> reported an unknown amount of oil was found on the parking lot floor due to <br /> unknown causes. Called and spoke to complainant who states a vehicle oil spill <br /> and oil filter was abandoned in the parking lot behind the Five Below retail store. <br /> Prepared for complaint inspection. <br /> Arrived on-site and observed what appeared to be approximately four to six quarts <br /> of used motor oil and one used empty metal oil filter abandoned in the parking <br /> spaces behind the Five Below retail store. The spill spanned seven parking <br /> spaces and flowed into a storm drain. Took photos. <br /> Met with Assistant Store Manager of Five Below, who escorted me to the office of <br /> the property manager, Gaylen Spencer, located at 10742 Trinity Pkwy Suite E. <br /> Gaylen was not in his office. Called and left a voice message for Gaylen. Called <br /> City of Stockton Municipal Utilities Emergency Line and left a message. Did not <br /> receive a call back. Called and notified Richard Stiffler of City of Stockton <br /> Stormwater Department. Richard stated he would have his on-call staff visit the <br /> site. Generated complaint and began generating Notice To Abate and <br /> downloading photos. <br /> Brian Uribe of City of Stockton Stormwater Department arrived on-site, inspected <br /> the spill, and stated he will remain on-site to ensure the property owner cleans the <br /> storm drain. <br /> Generated and emailed Notice To Abate and photos of the spill to Gaylen <br /> Spencer, Shopcore Properties representative/ Property Manager <br /> (gspencer@shopcore.com). <br /> CC'd richard.stiffler@stocktonca.gov, brian.uribe@stocktonca.gov, and Elena <br /> Manzo, Ld Sr REHS (emanzo@sjgov.org) in the email. <br /> Brian opened up the storm drain grate. The oil impacted the sides and bottom of <br /> the storm drain catch basin, as well as the storm drain filter. The oil did not flow <br /> through the piping. Took photos. <br /> Generated Prop 65 and Emergency Response Record Form. Downloaded <br /> inspection photos. <br /> Brian stated the Fire Department was called to apply absorbent to the oil before <br /> the City of Stockton plugs the storm drain piping to prevent oil from flowing <br /> through the pipe. Brian stated that if he is unable to make contact with the property <br /> manager/owner, City of Stockton will have the clean-up completed and provide <br /> EHD with the waste disposal records. <br /> Left site. Arrived back at EHD. Generated photo log. <br /> Received a call from Richard Stiffler who states the Fire Department applied <br /> absorbent on the spill, and the City of Stockton will be plugging the drain pipe. <br /> Richard stated if he is unable to make contact with the property owner, the City of <br /> Stockton will cone off the spill area until a clean-up crew can perform the clean-up, <br /> possibly not until Monday next week. <br /> Called Richard Stiffler and notified him of my concern that if the absorbent is not <br /> cleaned up, it may be blown away by the wind. Richard stated his staff will monitor <br /> the absorbent and if it starts to blow away and a clean-up contractor is unable to <br /> get to the site right away, he will request the Fire Department to containerize the <br /> absorbent. I told Richard that if the clean-up is performed over the weekend, to <br /> call Claudia Muro, after-hours REHS, so she can verify the clean-up.
