Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: COP6SNLOM Site Location: GATE 16 SAN JOAQUIN COUNTY AIRPORT PARKING LOG <br /> Activity Summary <br /> Activity Date Recorded by <br /> 12/15/2020 Called 468-3074, spoke to Marisa with Public Work, who provided me with a MANZO <br /> manned phone number to Water Resources. Called 468-3000, spoke with Landi, <br /> told her that we haven't been able to reach Justin Paddia concerning this <br /> complaint and that I would like to speak to his supervisor. Landi indicated that <br /> Justin is in the office and went to get him. Spoke with Justin, who indicated that he <br /> hasn't had the opportunity to inspect the impacted storm drain system associated <br /> with this complaint. Justin indicated that their department is short on manpower <br /> and that storm water"duties falling by wayside", he is assigned to counter and <br /> can't leave the office to inspect the system until December 21st. <br /> Justin indicated that they don't have the capability to clean or hire contractor to <br /> clean the impacted storm drain. Their course of action would be to write a 10-day <br /> correction notice to the property owner where the impacted drain is located, after <br /> the 3rd letter if the storm drain has not been cleaned they refer the matter to the <br /> DA office. Justin indicated that in the mean time, he will research where the spill <br /> may have drained into and provide this in formation to the EHD. <br /> Received an email from Padilla, Justin [PW] <jpadilla@sjgov.org>, "We have yet <br /> to have time to spare for this inspection, as we are low on manpower. Over the <br /> course of the next few weeks, we have up to three new employees starting in <br /> Water Resources. At that time, I will be training one or more of them to handle the <br /> NPDES program, including inspections, as my duties are now predominantly <br /> FEMA NFIP related. This should happen as soon as next week. Hopefully, at that <br /> time, we can begin with this Airport location as a site of interest, and finally be able <br /> to address this issue." <br /> Sent a response email to Justin, asking to let me know when he has inspected the <br /> site. Updated assigned inspector and M. Nissim(CUPA program coordinator). <br /> 01/06/2021 Discussed complaint with Justin Padilla, Public Works. He expects to inspect the ALANIZ <br /> storm drain on 1/7/2021. <br /> Discussed the complaint with Elena Manzo. <br /> 01/14/2021 Called and emailed Justin Padilla asking for an update to the spill. ALANIZ <br /> 02/19/2021 Sent an email to Roy Valadez, <rvaladez@sjgov.org>, asking for an update on the ALANIZ <br /> storm drain. <br /> 02/22/2021 Received an email from Roy Valadez, <rvaladez@sjgov.org>, stating "Justin did ALANIZ <br /> go out there with Brandon Pimentel and me. There was nothing to note when we <br /> got there the remnants of the car and fire had been cleaned up by that time." <br /> Sent a reply back asking if a report was written stating there were no findings. <br /> Discussed what I needed to receive with Roy. <br /> 03/01/2021 Received an email from Justin Padilla, <jpadilla@sjgov.org>, on 3/1/2021, letting ALANIZ <br /> me know that"Apologies, I was not feeling well on Friday and today I am backed <br /> up with Groundwater. I will try to have something over to you tomorrow." <br /> 03/04/2021 Received the storm drain report on 3/2/2021 from Justin Padilla, ALANIZ <br /> <jpadilla@sjgov.org>. Discussed the report with Elena Manzo, lead senior. The <br /> storm drain report concluded that no issues were found and that the emergency <br /> waste generated from the firefighters were allowable by the NPDES general <br /> permit. <br /> 5105.rpt Page 5 of 6 <br />
