Stantec <br /> L & M OPERABLE UNIT- FOURTH QUARTER AND ANNUAL 2012 SITE STATUS, <br /> REMEDIAL SUMMARY, AND GROUNDWATER MONITORING REPORT <br /> Introduction <br /> February 1, 2013 <br /> • Copies of validated laboratory analytical reports for soil vapor sampling and groundwater <br /> sampling; <br /> • Field data sheets for 4Q12 monitoring and sampling, separate phase hydrocarbon (SPH) <br /> removal event, and monthly site operational maintenance of the active remediation <br /> system; <br /> • A summary of soil vapor sampling activities for 4Q12; <br /> • A summary of remedial activities for 4Q12; and <br /> • A discussion of annual groundwater monitoring and sampling and soil vapor trends for <br /> 2012. <br /> 1.1 SITE DESCRIPTION <br /> This Fourth Quarter and Annual 2012 Site Status Remedial Summary and Groundwater <br /> Monitoring Report describes activities conducted on behalf of CEMC and P66 for the Site <br /> located adjacent to and along the eastern boundary of the Delta View Apartments (802 West <br /> Weber Avenue) and west of the North Lincoln Street and West Weber Avenue cross road in <br /> San Joaquin County, California (Figure 1). The Site is currently owned by the City of Stockton, <br /> which refers to the Site as "Parcel 2A". The Site currently consists of relatively flat, fallow land <br /> and is mostly undeveloped except for the Delta View Apartments (formerly the Delta Gateway <br /> Apartments) located on the western and southern portion of the Site. A State Department of <br /> Motor Vehicles (DMV) building resides to the southeast of the Site. The Stockton Deep Water <br /> Channel, Weber Avenue, and an office building complex are located north of the Site. The <br /> Mormon Slough, Work Net building, and a children's museum are located to the southwest, <br /> south, and east of the Site, respectively. <br /> During a December 2, 2002 meeting with the RWQCB-CVR, environmental management of the <br /> Site was divided into three operable units (OUs): L&M OU; Unocal OU (UOU); and Morton OU <br /> (MOU). The L&M OU was established to direct investigations in the area south of West Weber <br /> Avenue, west of the midline of the former Harrison Street, east of North Edison, and north of <br /> former Main Street (Appendix A). This OU includes monitoring wells MW-9, 2AMW-12 through <br /> 2AMW-14, MW-16 through MW-28, MW-31, MW-34, MW-42 through MW-52, and MW-54 <br /> through MW-74. The OU also includes dual phase extraction (DPE) wells DPE-1 through <br /> DPE-13; the DPE network once included well MW-40 which was converted to a DPE well <br /> permanently during the second quarter 2007, but was abandoned during the fourth quarter 2008 <br /> due to the City of Stockton's excavation activities at the UOU. DPE wells are not monitored and <br /> sampled on a quarterly basis in accordance with the MRP No. R5-2012-0805. The UOU was <br /> established to direct investigations from West Weber Street south to the former Main Street and <br /> from the midline of the former Harrison Street east to Lincoln Street.
