Notes Regarding Funding. Requirements and Financial Assurances for <br /> Closure, Post-Closure Maintenance, and. Corrective Action <br /> San.Joaquin County-Owned Landfills <br /> All Sites. <br /> General <br /> Calculation of present-day estimated cost is based on the initial estimated cost and the inflation <br /> factors of years since the initial estimate(Tables 3). <br /> Title 27,Section 20380(b).-Known or Reasonably Foreseeable Release <br /> Title 27,Section 22222- Corrective Action Funding Requirements <br /> Potential corrective action costs(Table 1)due to a"reasonably foreseeable release"were initially <br /> .calculated in the Title 23, Chapter 15, Article S, Financial Assurance Report(San Joaquin <br /> County,December 1991). These costs were based on the assumption that the method of cleanup <br /> would be to pump and treat the contaminated water using extraction wells and a treatment system <br /> above ground surface..Corrective action costs have been updated to reflect annual inflation <br /> factors (Table 2). <br /> The County's self insurance plan will cover these corrective action measure costs. <br /> At Foothill Landfill,additional or alternate corrective action measures,such as landfill gas <br /> extraction,would be funded through Certificates of Participation,issued in 2003. <br /> At the North County Landfill,additional or alternate corrective action measures,such as soil gas <br /> extraction,would be funded through Certificates of Participation,issued in 2003. <br /> Foothill Sanitary Landfill. <br /> Title 27,Section 22207-Closure Funding Requirements <br /> Initial closure cost estimates are presented in the Foothill Sanitary Landfill, Preliminary Closure <br /> and Postclosure Maintenance Plan (San Joaquin County,January 1994). Cost estimates were <br /> calculated using the Certification Guidelines for Initial Cost Estimates and Alternative Financial <br /> Mechanisms for Solid Waste Landfills(CIWMB,August 1988). <br /> Closure cost estimates (Table 1) are based on the closure of Module"I" and 20 acres of Module 1 <br /> (approximately 100 acres total).
