Michael Carroll,PE
Senior Civil Engineer ; I
SUBJECT: DETECTION OF COMBUSTIBLE GAS ABOVE REGULATORY LIMIT,HARNEY
LANE SANITARY LANDFILL
This is to inform you that two of the probes of perimeter monitoring well GW-1 were found to have
combustible gas concentration over the regulatory limit of 5%. The shallow probe was found to have
combustible gas concentration of 6.5%,and the intermediate probe was found to have combustible gas
concentration of 8.5%. These detections were made on June 17,2004. We were informed of this on
June 18,2004.
We do not believe that any immediate action need be taken to protect human health and safety. The
buildings adjacent to the landfill in that area were monitored along with the perimeter probes, and no
combustible gas was detected at the buildings.
We believe that the problem has occurred due to obstruction of the LFG collection system in the vicinity of
that probe, caused by settlement of the landfill surface which results in low spots along the LFG header. I
believe your office is aware of recent repair to portions of this header. Apparently, low spots have developed
beyond this repair area.
Corrective action has begun, with the determination of where the low spots may have occurred. We believe
we have identified one, perhaps two problem areas, which we are now mobilizing to correct.
This memo is transmitted in accordance with Title 27 CCR Sections 20937 (a)2 and 4.
If you have any questions, please contact me at extension 8-3066.
WMC:mr
WlHamey Lane\LFG MonitData\2004\RMcClellon01-Wel1GWl.doc
Enclosure
c: Gino Yekta
California Integrated Waste Management Board
CAL-EPA Building
1001 "I" Street
Sacramento, California 95812-4025
LA 11458
