Michael Carroll PE
Senior Civil Engineer:
SUBJECT: SECOND QUARTER 2004 PERIMETER LANDFILL GAS MONITORING
AT THE HARNEY LANE SANITARY LANDFILL
Enclosed, please find the results of the Harney Lane Landfill Gas Migration Monitoring for the Second
Quarter of 2004. With the exception of the detection of combustible gas above five percent at GW-1, all
monitoring probes and monitored structures were found to be in compliance with Title 27,
Section 20921(a)(1),and(2).
We do not believe that the exceedences at GW-1 threaten human health and safety at this time, based on the
lack of combustible gas in the foundations of the buildings of the migrant worker housing facility nearest the
monitoring perimeter(data attached). We will monitor these buildings monthly until compliance at GW-1 is
restored.
We believe that the exceedences at GW-1 are the result of insufficient vacuum applied by the LFG(landfill
gas) collection system serving this area of the landfill. We have identified a segment of LFG header along
the western slope that has apparently experienced sufficient settlement to cause blockage by condensate,
restricting LFG collection from this area(see Figure 1).
We are in the process of scheduling the repair of this header section to restore sufficient header vacuum to
the affected area. We expect that once the header is repaired and vacuum is restored, that the levels of
combustible gas in the probes at GW-1 will gradually decrease to previous compliance levels.
Quarterly monitoring will continue in accordance with Title 27 CCR Section 20921.
If you have any questions, please contact me at 468-3066.
WMC:mr
NAI Harney Lane\LFG MonitData\2004\2ndQtr2004RptCoverLetter.doc
Enclosure
c: Gino Yekta
California Integrated Waste Management Board
CAL-EPA Building
1001 "I" Street
Sacramento, California 95812-4025
LA 11458
