BOX 1810 E.Hazelton Ave. <br /> Stockton,CA 95201-3018 <br /> SUBJECT: Methane gas release at Harney Lane Landfill,(SWIS#39-AA-0003). <br /> On August 20, 2004, the San Joaquin County Environmental Health Department (EHD) and the California <br /> Integrated Waste Management Board (CIW B) conducted a site visitlinspection at the closed Harney Lane <br /> Landfill, (SWIS# 39-AA-0003). Landfill gas monitoring was performed at the site. Violations and concerns <br /> documented during the site visit/inspection are listed low: <br /> 1. The gas monitoring probe G1, immediately adjacent to the migrant labor housing units (this <br /> point on referred to as housing units), and GW3 which is with in 500 feet of the housing units, <br /> had detections of methane gas greater than 5% by volume. These probes are in violation of Title <br /> 27 California Code of Regulations, Section 20919.5, for explosive gas control. The results of the <br /> gas monitoring for the two probes listed: <br /> G1: Shallow=00.4% methane,Intermediate=33.2 %® methane,Deep=08.1 % methane <br /> 3: Shallow=00.0 %® methane,Intermediate=01.2 %®methane,Deep=07.0% methane <br /> 2. Cracks were observed on the top deck and on the slopes of the landfill. Some of the cracks on the <br /> west slopes measured up to two feet in depth. <br /> 3. Several owl box and bird perch columns penetrating the cover are missing specification <br /> regarding installation depth. <br /> 4. Several gas probes were missing ideatifications. Several valves were defective and not tight <br /> fitting. <br /> The EHD is requiring the operator to perform the following corrections: <br /> 1. The methane levels in the gas monitoring have been above state standard since June 2004. <br /> There have been some efforts by your division to repair the gas extraction system and bring the site <br /> into compliance with state standards, but the efforts have been slow and not successful in lowering <br /> the methane concentrations in the monitoring s closest to the housing units. Due to the close <br /> proximity of the sensitive receptors, the monitoring probes closest to the housing units require a <br /> higher level of attention. Remedial efforts to be employed when the methane levels in the <br /> probes immediately adjacent to the housing units reach 1.25 % methane by volume. <br /> 1 <br />
