DEPUTY DIRECTOR '$ MANUEL SOLORIO wcodmg for YOU DEPUTY DIRECTOR STEVEN WINKLER DEPUTY DIRECTOR May 2, 2003 BENTON ANGOVE BUSINESS ADMINISTRATOR Ms. Kim Schwab California Regional Water Quality Control Board Central Valley Region 3443 Routier Road Sacramento, California 95827 SUBJECT: FINANCIAL ASSURANCES FOR CLOSURE,POST-CLOSURE MAINTENANCE, AND CORRECTIVE ACTION AT COUNTY-OWNED LANDFILLS Dear Ms. Schwab: Enclosed please find the required update of Financial Assurances for closure(for active sites), post-closure maintenance, and corrective action at County-owned landfills in accordance with Waste Discharge Requirements and Title 27 regulations. The County's established Financial Assurance Mechanisms (Table 1) are in compliance with Title 27 regulations. The San Joaquin County Auditor-Controller has verified that the funds accumulated in the Solid Waste Closure Fund are accurate as of March 31, 2003 (see attached memo). CLOSURE Initial closure cost estimates reflect the costs for closing any unclosed surfaces remaining when refuse disposal ceases. For the North County Recycling Center and Sanitary Landfill,we anticipate a maximum 39 acres of landfill surface may be closed in such a final project. For the Foothill Landfill,we anticipate approximately 100 acres may be closed. Note that the County will close portions of these landfills as modules are filled to capacity, so that only a portion of each landfill will remain to be closed when the sites reach full capacity. Closure cost estimates are updated annually to reflect inflation factors(Table 2). The Harney Lane Sanitary Landfill and Corral Hollow Sanitary Landfill are closed facilities, and thus no funding is required for closure. POST-CLOSURE MAINTENANCE Accumulated funds for the post-closure maintenance of the Corral Hollow Sanitary Landfill are slightly below the anticipated costs(Table 1). However,the interest that will accrue from the current reserves will offset the possible shortage in funds seen at the present time. Post-closure maintenance cost estimates are based on the initial post-closure cost estimates, updated annually to reflect inflation factors(Table 2).
