Michael Carroll, PE
Senior Civil Engineer %)ik,
SUBJECT: FOURTH QUARTER 2003 PERIMETER LANDFILL GAS MONITORING
AT THE HARNEY LANE SANITARY LANDFILL
We are pleased to report that for the Third Quarter of 2003, all monitoring probes and monitored Labor
Camp structures at the Harney Lane Landfill were in compliance with Title 27, Section 20921(a)(1), and
(2) (Monitoring results attached). Quarterly monitoring will continue in accordance with Title 27 CCR,
Section 20921.
We note that the methane content at Well GW-3 Probe D, although in compliance, has been consistently
elevated(4.6%). We suspect that this monitoring well is installed very close to the refuse, and that LFG
is not present in the soil at any significant distance from the landfill footprint. We are also aware of the
undefined status of the monitoring perimeter at Harney Lane Landfill. In consideration of this,we are
considering submitting a formal Methane Migration Monitoring Plan for this site to formalize our
program. This Plan would include "moving"monitoring wells 2 and 3 westward, closer to the property
boundary(see attached sketch), and establishing the monitoring perimeter to enclose the first row of the
Labor Camp as on-site structures. The foundations of these structures would continue to be monitored
as they are now. We believe this adjustment would more accurately monitor the potential for methane
migration across property boundaries without compromising the present level of vigilance on site.
If you have any questions, please contact me at extension 8-3066.
WMC:sc
N:\1 Harney Lane\LFG MonitData\2003\4thrdQtr2003RptCoverLetter.doc
Enclosure
c: Gino Yekta
California Integrated Waste Management Board
CAL-EPA Building
1001 "I" Street
Sacramento, California 95812-4025
LA 11458
