Michael Carroll, PE <br /> Senior Civil Engineer %)ik, <br /> SUBJECT: FOURTH QUARTER 2003 PERIMETER LANDFILL GAS MONITORING <br /> AT THE HARNEY LANE SANITARY LANDFILL <br /> We are pleased to report that for the Third Quarter of 2003, all monitoring probes and monitored Labor <br /> Camp structures at the Harney Lane Landfill were in compliance with Title 27, Section 20921(a)(1), and <br /> (2) (Monitoring results attached). Quarterly monitoring will continue in accordance with Title 27 CCR, <br /> Section 20921. <br /> We note that the methane content at Well GW-3 Probe D, although in compliance,has been consistently <br /> elevated(4.6%). We suspect that this monitoring well is installed very close to the refuse, and that LFG <br /> is not present in the soil at any significant distance from the landfill footprint. We are also aware of the <br /> undefined status of the monitoring perimeter at Harney Lane Landfill. In consideration of this,we are <br /> considering submitting a formal Methane Migration Monitoring Plan for this site to formalize our <br /> program. This Plan would include "moving"monitoring wells 2 and 3 westward, closer to the property <br /> boundary(see attached sketch), and establishing the monitoring perimeter to enclose the first row of the <br /> Labor Camp as on-site structures. The foundations of these structures would continue to be monitored <br /> as they are now.
