Mr.Mike Oliphant—CEMC <br /> Soil and Groundwater Investigation Report March 29,2013 <br /> Ahern Road—Vernalis Page 2 of 6 <br /> Area starting in the early 1900s; operations ceased in the 1930s for the OVP and in the <br /> 1960s or 1970s for the TAOC pipelines. For a brief period,the TAOC used a cutter stock <br /> with the crude oil to facilitate transport. <br /> The Site is located east of the former pipeline ROWs along Highway 33 approximately <br /> '/a mile north of the Welty Road intersection. Historical pipeline as-built maps show the <br /> former OVP and TAOC pipelines located between 75 and 150 feet west of the railroad <br /> tracks throughout most of the Site. The Site includes properties that are zoned residential <br /> and agricultural and is bounded to the south by the US Can—Welty Road site (Figure 2). <br /> SAIC and others performed many investigations at the adjacent US Can—Welty Road site <br /> (Attachment A). SAIC advanced soil borings SB-38 through SB-41 and SB-43 as part of <br /> the US Can-Welty Road investigation in November 2008 and March 2009 within a <br /> portion of the Union Pacific Railroad ROW,that now falls within the boundary of the <br /> Site6. SAIC noted affected soil and groundwater in these borings, and due to the distance <br /> from the US-Can-Welty Road site,the Ahern Road-Vernalis site was created and <br /> includes the above borings. <br /> FIELD ACITIVITIES <br /> SAIC obtained an encroachment permit through the California Department of <br /> Transportation (Caltrans), soil-boring permits from the San Joaquin County <br /> Environmental Health Department(SJCEHD), and a site access agreement for the private <br /> property located on San Joaquin County assessor parcel number(APN) 255-180-15. <br /> Underground utility notifications were requested through Underground Service Alert at <br /> least 48 hours prior to subsurface investigation work. Cruz Brothers Locators, a private <br /> utility locator, cleared the borings of potential overhead and underground hazards. All <br /> work was performed under the direction of a California Professional Geologist. <br /> Permitting, access, and safety procedures are included as Attachment B. <br /> Drilling activities were conducted in the Highway 33 ROW on February 28 and March 5, <br /> 2012, following field and sampling methods included as Attachment C. PeneCore <br /> Drilling advanced soil borings SB-1 through SB-3 to depths ranging from 55 to 85 feet <br /> below ground surface (bgs). SAIC observed indications of hydrocarbons in the soil cores <br /> from SB-1, SB-2, and SB-3 (including visual and photoionization detector [PID] <br /> readings). Indications of hydrocarbons were observed between approximately 38 and <br /> 74 feet bgs in SB-2. <br /> PeneCore Drilling was retained on September 10 and September 28, 2012, to advance <br /> step-out borings on APN 255-180-15, in the presumed down-gradient direction of SB-I <br /> through SB-3. Borings SB-4 through SB-6 were advanced to depths ranging from 40 to <br /> 45 feet bgs. There were no indications of hydrocarbons in the soil cores of these borings, <br /> however, groundwater samples collected indicated the presence of hydrocarbons in <br /> groundwater. <br /> Based on the analytical results from borings SB-4 through SB-6, PeneCore Drilling was <br /> retained on December 10, 13 and 14, 2012, to advance additional step-out borings on <br /> 6.
