1.0 INTRODUCTION <br /> On behalf of Chevron Pipe Line Company, Radian International LLC (Radian) has <br /> prepared this work plan for a preliminary site investigation to be performed at the Roberts property <br /> (formerly a portion of the Vernalis Pump Station) at 35500 Welty Road in Vernalis, California. <br /> The former pump station was used as a booster/heater station for the former Wait-Mendota- <br /> Richmond pipeline system (Old Valley Pipeline). A portion of the property that contained the <br /> former pump station is currently owned by Roberts Enterprises. Chevron Pipe Line Company <br /> (CPL) and/or predecessor companies previously operated the pump station and associated facilities <br /> at the property. <br /> The work described in this work plan includes supplementing previous data <br /> collected by others regarding the presence of petroleum hydrocarbons in the Roberts property <br /> subsurface that may be associated with historic operation of CPL's Old Valley Pipeline (early <br /> 1900's to mid 1930's). The subject property may also have been impacted by activities unrelated to <br /> CPL's Old Valley Pipeline. The objectives of the work proposed herein are to (1) determine the <br /> nature of petroleum hydrocarbons in soil that may be associated with CPL's Old Valley Pipeline; <br /> (2) assess whether concentrations in soil are a potential source of dissolved petroleum to <br /> groundwater; and (3) evaluate the potential risk to the environment and human health due to the <br /> presence of petroleum related to historic operation of the Old Valley Pipeline. These data will be <br /> compared to the Regional Water Quality Control Board (RWQCB) "Low Risk Criteria" (RWQCB, <br /> 1996) or applicable updates to evaluate an appropriate remedial strategy or to reach closure to <br /> CPL's Old Valley Pipeline. This work plan presents background information from previous <br /> investigations, a description of the tasks to be performed, and an estimated schedule to complete the <br /> work described herein. <br /> The scope of work for this investigation will be performed in accordance with the <br /> Technical Approach to Site Evaluation and Decision-Making (dated March 19, 1997), prepared by <br /> Preliminary Site Investigation Work Plan-Final July 9, 1998 <br /> Roberts Property(Former Vernalis Pump Station) <br /> Vernalis,California <br /> 1 <br />
