2.0 SITE BACKGROUND
2.1 Site Description
The site is located at 35500 Welty Road in Vernalis, California, southeast of the
intersection of Welty Road and State Highway 33 (see Figures 1 and 2). The 5.7-acre site is
triangular in shape and is bounded by the Southern Pacific Railroad right-of-way and State
Highway 33 to the northeast and Welty Road to the west. Several farms are present west of
Welty Road and east of State Highway 33. The Enviropur-West Vernalis oil recycling facility,
other light industrial properties, and additional farms are located south of the property.
Presently, the property is a vacant field with interspersed piles of eucalyptus stumps and other
debris.
2.2 Site History
The site has had several owners and has been used for a variety of operations in
the past. Prior to 1935, the property was owned by Standard Oil of California. It was used as a
pump station for operation of the historic Old Valley Pipeline. Table 1 provides a summary of
previous land ownership and uses. Between 1935 and 1942, the property was owned by A.R.
Rennie and Meridian Limited. In 1936, A.R. Rennie sold easement rights to Pacific Gas and
Electric Company for a natural gas pipeline along the southern and western portions of the
property. In 1947, the property was sold to El Solyo Ranch Company, which established a labor
camp that burned down in 1951. Bus maintenance is reported to have occurred within a large
concrete maintenance pit during the labor camp operation (GTI, 1995). Between 1947 and 1989,
several other property owners used the site for agricultural purposes.
Preliminary Site Investigation Work Plan-Final July 9, 1998
Roberts Property(Former Vernalis Pump Station)
Vernalis,California
3
