3.0 PREVIOUS ASSESSMENTS
Previous environmental site assessments, including a modified Phase I and a
preliminary Phase II site assessment, were conducted by GTI at the property during 1994 and
1995. The results of these assessments are described in the GTI's report entitled Preliminary
Environmental Site Assessment Report dated February 6, 1995.
The purpose of the Phase I assessment was to evaluate potential nearby off-site
sources of environmental concern, as well as to delineate areas of recognized environmental
concern present on the property. The information obtained during the Phase I assessment was
used to designate soil boring locations during the Phase II work. The assessment consisted of a
records review, an aerial photograph review, site reconnaissance, and interviews with people
having information on previous land use.
GTI's aerial photograph review revealed the presence of the former pump station
and associated facilities, as well as the presence of a former vehicle maintenance pit having a
concrete pad. Aerial photographs from 1937 showed that the former pump station was located
within the eastern portion of the property and adjacent to the south property boundary. Several
small uniform structures were present adjacent to Welty Road. Several aboveground storage
tanks were present to the south of the pumping station. Currently, only two tanks are present to
the south of the property at the Enviropur-West facility.
GTI's on-site reconnaissance showed that no existing structures associated with
the pump station were present. However, remnants of building foundations containing piping,
rebar, and other debris were present. The foundation of the presumed pump house of the pump
station and two pipelines were located during GTI's reconnaissance. The pipelines were
observed along the edge of the presumed pump house foundation. One line was exposed along
the northern margin of the foundation and the other was exposed along the western margin of the
foundation. A large maintenance pit was observed by GTI at the property. The pit was
Preliminary Site Investigation Work Plan-Final July 9, 1998
Roberts Property(Former Vernalis Pump Station)
Vernalis,California
5
