(Geomatrix),has prepared this Soil and Groundwater Sampling <br /> Work Plan on behalf of Chevron Environmental Management Company(ChevronTexaco) for <br /> the Roberts Property in Vemalis, California(the Site;Figure 1). The Work Plan was prepared <br /> in response to the Regional Water Quality Control Board's (RWQCB)November 5,2002 <br /> review of the August 6, 2002 Report of Soil and Groundwater Investigation (Report). As part <br /> of their review, the RWQCB requested the following: <br /> • identification of the lateral and vertical extent of petroleum impacted soil at depth <br /> greater than 45 feet below ground surface(bgs) in the area of previous boring SB-14; <br /> • collection of a grab groundwater sample from a depth of 80 feet bgs to evaluate the <br /> vertical extent of petroleum hydrocarbons in groundwater; <br /> • and the collection of soil and groundwater samples from downgradient locations off- <br /> site to the east to evaluate the lateral extent of petroleum hydrocarbons in soil and <br /> groundwater. <br /> A description of the proposed scope of work is provided herein, along with a brief site back- <br /> ground summary. The proposed scope of work has been prepared in accordance with the <br /> ChevronTexaco's revised Consistent Technical Approach(CTA; second draft December <br /> 2002). <br /> BACKGROUND <br /> The site is located at 35500 Welty Road within the northern portion of the former Vernalis <br /> Pump Station in Vernalis, California, southeast of the intersection of Welty Road and State <br /> Highway 33. The former Old Valley Pipeline(OVP) was located along the northem property <br /> boundary within the Union Pacific railroad right-of-way and continued along the western site <br /> property boundary. The pipeline transmitted crude oil from Bakersfield to Richmond from the <br /> early 1900s to the 1930s. The site is currently vacant and is located in a rural area used for <br /> light industrial and agricultural activities.
