GEOMATRIX <br /> northern portion of the former SOCo Vernalis crude oil pump station. The Vernalis Pump <br /> Station was part of the Wait-Mendota-Richmond crude oil pipeline system (also referred to as <br /> the Old Valley Pipeline [OVPL]),which operated at the site from approximately 1902 to 1935. <br /> The triangular-shaped site is bounded by the Union Pacific Railroad right-of-way and State <br /> Highway 33 to the northeast and Welty Road to the west (Figure 2). A Kinder-Morgan Energy <br /> Partners, L.P., petroleum product pipeline(gasoline,jet fuel, and diesel) is adjacent to the <br /> northern property boundary within the railroad right-of-way. Several farms lie to the west <br /> across Welty Road and east of State Highway 33. Light industrial properties (including the <br /> Enviropur-West Vernalis oil recycling facility) and farms are south of the property. <br /> 2.2 SITE HISTORY <br /> A Phase I site investigation was conducted in 1995 by Geological Technics, Inc., (Geological <br /> Technics,Inc, 1995). As described in the Phase I report, the site has been used for light <br /> industrial or agricultural purposes since the early 1900s. From 1902 to 1935 the site comprised <br /> the northern portion of the Vernalis crude oil pump station. The pump station was part of the <br /> OVPL system,which transported San Joaquin Valley crude oil from oil fields in Kern County <br /> to the SOCo Refinery in Richmond, California. Pump station facilities formerly located on site <br /> include the pipeline and a part of the heater house (Figure 2). Between 1935 and 1942, the <br /> property was owned by A.R. Rennie and Meridian Limited. In 1936, A.R. Rennie sold <br /> easement rights to Pacific Gas and Electric Company for a natural gas pipeline along the <br /> southern and western portions of the property; the pipeline was never installed (Geological <br /> Technics, Inc, 1995). In 1947, the property was sold to El Solyo Ranch Company, which <br /> established a labor camp that reportedly burned down in the early 1950s (Geological Technics, <br /> Inc, 1995). Charred building material remains at the site. Between 1947 and 1989, several <br /> other property owners used the site for agricultural purposes. The site currently is vacant. <br /> 2.3 PREVIDUS ASSESSMENTS <br /> Phase II site assessment activities were conducted at the site between 1994 and 1995 <br /> (Geological Technics, Inc, 1995). Phase II activities consisted of drilling two soil borings <br /> (SB-1 and SB-2)adjacent to the location of the former pipeline at depths between 35 and 37 <br /> feet below ground surface (bgs) (Figure 2). Soil samples collected between 11 and 32 feet bgs <br /> were analyzed for benzene,toluene, ethylbenzene, and xylenes(collectively referred to as <br /> BTEX) using EPA Method 8020; total petroleum hydrocarbons quantified as diesel (TPHd) <br /> using EPA Method 8015M; and total recoverable petroleum hydrocarbons(TRPH)using EPA <br /> Method 418.1 (samples from SB-2 only).
