Box 6012 <br /> San Ramon, California 94583-0712 <br /> Subject: Second Quarter 2007 Groundwater Monitoring and Sampling Report <br /> US Can—Welty Road <br /> 35275 Welty Road Vernalis, California <br /> Dear Mr. Mansholt: <br /> At the request of Chevron Environmental Management Company(CEMC), Science Applications <br /> International Corporation(SAIC)prepared this report for groundwater monitoring and sampling activities <br /> conducted at the US Can—Welty Road site(the site)in Vernalis, California(Figure 1). The groundwater <br /> monitoring and sampling program for the site was initiated at the request of the California Regional Water <br /> Quality Control Board—Central Valley Region(RWQCB)in a letter to CEMC dated December 4,2003. <br /> The purpose of the program is to characterize the extent of impacts to groundwater from the former Old <br /> Valley Pipeline (OVP) system. This report presents the results from the second quarter 2007 monitoring <br /> and sampling event. Currently, six groundwater monitoring wells are being used to evaluate hydrologic <br /> and water-quality conditions at the site. Pertinent site features and the locations of monitoring wells are <br /> shown on Figure 2. <br /> BACKGROUND <br /> SITE DESCRIPTION AND USE <br /> The site is located at 35275 Welty Road,Vernalis, San Joaquin County, California and is currently <br /> occupied by a paper insulation manufacturing company. The site was formerly owned by a container <br /> manufacturer,Hunter Container Company, and a can manufacturer,US Can Company. The site is <br /> located in a rural and light-industrial area and is bordered by Welty Road on the east,Highway 33 on the <br /> north, and agricultural fields south and west of the site. The site location is presented on Figure 1. <br /> From the early 1900s to the 1960s, Standard Oil(predecessor to Chevron)operated the former OVP, <br /> which transported heated heavy petroleum(crude oil)from Bakersfield to Richmond, California. The <br /> OVP was located along the northeastern side of the site and parallel to the existing Union Pacific Rail <br /> Road(UPRR)tracks and Highway 33. From the early 1900s until it was decommissioned in the 1970s, <br /> the former Tidewater Associated Oil Company(TAOC)pipeline was also present between the site and <br /> Highway 33. The TAOC pipeline was used to transport heated crude oil from the Central Valley to the <br /> San Francisco Bay Area. <br /> Currently,Kinder Morgan Energy Partners,L. P., operates a pipeline that transports gasoline,jet fuel,and <br /> diesel, and is located between the site and Highway 33.
