Monitoring Well Destruction and
Soil and Groundwater Investigation Report
US Can—Welty Road September 24,2009
regarding field methods employed during the well destruction are provided in Appendix C.
Copies of the Well Completion Reports as submitted to the DWR are included as Appendix D.
3.2.2 Soil and Groundwater Investigation
To define the extent of affected soil and groundwater at the site, SAIC directed subcontractor
RSI Drilling to advance a total of 27 soil borings from which soil and/or groundwater samples
were collected. The samples were submitted to Lancaster Laboratories, Inc. (Lancaster;
California State-certified laboratory, Environmental Laboratory Accreditation Program [ELAP]
License Number 2116) for analysis of the COPCs using methods contained in the EPA
publication SW-846 (EPA, 2008b).
Soil samples were analyzed by Lancaster for the following COPCs
• TPH quantified as crude oil (TPHc; C10-C36 carbon range)using SW-846 Method 801513;
• BTEX using SW-846 Method 826013, and
• PAHs using SW-846 Method 8270 using selective ion monitoring.
Groundwater samples were analyzed by Lancaster for the following COPCs:
• TPHd(CIO-C28)with and without a silica-gel cleanup using SW-846 Method 801513;
• BTEX using SW-846 Method 826013; and
• PAHs using SW-846 using Method 8270 large-volume injection.
Selected soil samples showing evidence of petroleum hydrocarbons were submitted to Chevron
Energy Technology Company(CETC) laboratory for fuel fingerprint analyses.
Information regarding field and sampling methods employed during the field investigation are
provided in Appendix C.
3.3 INVESTIGATION-DERIVED WASTE
Soil cuttings, decontamination water, and debris from the well destruction and subsurface
investigation activities were stored in properly labeled U.S. Department of Transportation-rated,
55-gallon steel drums. Sturgeon and Son, Inc. removed the drums from the site and transported
them to storage at the Richmond Refinery pending disposal at a CEMC-approved landfill. The
soil drums were transported to Keller Canyon Landfill on April 20, 2009. Decontamination
water and debris were transported to Altamont Landfill on several dates between December 29,
2008, and May 18, 2009.
4. FINDINGS
4.1 SUBSURFACE CONDITIONS
Soil and groundwater investigation activities were conducted during three separate
mobilizations: August 11 through August 18, 2008;November 17 through November 25, 2008;
and March 3 through March 5, 2009. RSI Drilling advanced a total of 27 soil borings (S13-18
through S13-24, S13-24a, and SB-25 though S13-43) during the three field events. The borings
were advanced to total depths ranging from 10 to 88 feet bgs. Companion boring S13-24a was
advanced a few feet from SB-24 to collect a groundwater sample at the appropriate interval.
5
from Science to Solutions
