Box 6012 <br /> San Ramon, California 94583-0712 <br /> Subject: 2008 Annual Groundwater Monitoring and Sampling Report <br /> US Can—Welty Road <br /> 35275 Welty Road Vernalis, California <br /> Dear Mr. Mansholt: <br /> Science Applications International Corporation(SAIC)prepared this report at the request of <br /> Chevron Environmental Management Company(CEMC) for groundwater monitoring and <br /> sampling activities conducted at the US Can—Welty Road site(the site) in Vernalis, California <br /> (Figure 1). The groundwater monitoring and sampling program for the site was initiated at the <br /> request of the California Regional Water Quality Control Board—Central Valley Region <br /> (RWQCB) in a letter to CEMC dated December 4,2003. The purpose of the program is to <br /> characterize the extent of impacts from crude oil to groundwater from the former Old Valley <br /> Pipeline(OVP) system. This report presents the results from the 2008 annual monitoring and <br /> sampling event. Six groundwater monitoring wells are currently being used to evaluate <br /> hydrologic and water-quality conditions at the site. Site features and the locations of monitoring <br /> wells are shown on Figure 2. <br /> BACKGROUND <br /> SITE DESCRIPTION AND USE <br /> The site is located at 35275 Welty Road,Vernalis, San Joaquin County, California, and is <br /> currently occupied by a paper insulation manufacturing company. The site was formerly owned <br /> by a container manufacturer, Hunter Container Company, and a can manufacturer,US Can <br /> Company. The site is located in a rural and light-industrial area and is bordered by Welty Road <br /> on the east,Highway 33 on the north, and agricultural fields south and west of the site. The site <br /> location is presented on Figure 1. <br /> From the early 1900s to the 1960s, Standard Oil(predecessor to Chevron)operated the former <br /> OVP,which transported heated heavy petroleum(crude oil) from Bakersfield to Richmond, <br /> California. The OVP was located along the northeastern side of the site and parallel to the <br /> existing Union Pacific Railroad(UPRR)tracks and Highway 33.
