GEOMATRIX <br /> 2.1 SITE SETTING AND VICINITY USE <br /> The site is located at 35275 Welty Road in a rural area used for light industrial activities, and is <br /> bounded by Welty Road to the east and Byron Highway (Highway 33) to the northeast(Fig- <br /> ure 2). The site is bounded on the south, southwest, and southeast by orchards. Currently the <br /> site is used to manufacture containers; historical uses included the production of cans. <br /> The site is located within the Central Valley Physiographic Province of California. The Central <br /> Valley is bound to the west by the Coast Ranges and to the east by the Sierra Nevada Ranges. <br /> The Central Valley subsurface consists of unconsolidated Quaternary sediments to 400 feet or <br /> more below ground surface (WHF, Inc., 1996a). Figure 1 is a site location map. The area <br /> topography is relatively flat(elevations of approximately 100 to 105 feet MSL at the site) and <br /> slopes downward gently(approximately 66 ft/mile)to the northeast. The site is located <br /> approximately 1100 feet north of the Hetch Hetchy Aqueduct, 3 miles southwest of the San <br /> Joaquin River, 3 miles northeast of the Mendota Canal, and 350 feet northwest of the San <br /> Joaquin-Stanislaus County boundary. <br /> The former Old Valley Pipeline (OVP)was operated by Standard Oil (predecessor to Chevron <br /> and now ChevronTexaco) and transported heavy petroleum (crude and Bunker C fuel oil) from <br /> Bakersfield to Richmond, California, from the early 1900s to the 1960s. The OVP was located <br /> along the northeastern side of the site, parallel to the existing Union Pacific railroad tracks. <br /> Also present between the site and Highway 33 was the former Tidewater Associated Oil <br /> Company Pipe Line (TAOC) (predecessor to Texaco and now ChevronTexaco) that transmitted <br /> heavy crude from the Central Valley to the Bay Area from the early 1990s to the 1970s when it <br /> was decommissioned. Hereinafter, "OVP" shall collectively refer to both the OVP and TAOC <br /> pipelines unless otherwise stated. A Kinder Morgan Energy Partners, L.P., petroleum product <br /> pipeline that reportedly transports gasoline,jet fuel, and diesel is located between the site and <br /> Highway 33. <br /> Western Farm Service (WFS) is located directly northeast of the site, and has stored, blended, <br /> and distributed bulk liquid and dry fertilizers since 1969. WFS operated a groundwater extrac- <br /> tion and treatment system from 2000 through 2001 and is currently conducting a groundwater <br /> bioremediation pilot test and quarterly groundwater monitoring.
