The
all-way stop intersection of Pock Lane & Boeing Way would continue to operate at LOS
E in the a.m. peak hour, with an increase of 3.1 seconds of average delay. In addition, the
signalized intersection of Mariposa Road & 8th Street/Farmington Road would degrade
to LOS E.
The Traffic Impact Study recommended that signal timing optimization using Synchro 11
methodology would allow the Mariposa Rd. & 8th Street intersection to operate at
acceptable LOS. As with Existing plus Project Conditions, the impact at Pock Lane &
Mariposa Road can be eliminated with the addition of a northbound right-turn lane. At
the Pock Lane & Boeing Way intersection, the westbound approach would experience
substantially more delay than the other three approaches in the a.m. peak hour. By
providing a separate right-turn lane on this approach, operations would be improved to an
acceptable LOS.
In its review of the Traffic Impact Study, the County stated that the installation of the
northbound right-turn lane at Pock Lane & Mariposa Road would be a condition of
approval of the project, as previously noted. The County determined that the project
would not be required to pay fair-share costs for the other two recommendations, as it is
assumed that signal optimization will be looked at from now to 2040 and the addition of a
lane at the intersection of Pock Lane/Boeing Way could be completed by restricting
parking and restriping since the area is fully built out with curb/gutter. Based on the
County findings, the project would be consistent with the LOS standards set forth under
Pock Lane Public Review Draft IS/MND 3-77 May 2022
