As noted in Section 3.11, Land Use, the project <br /> site is within the Kennedy CDP. The 2020 U.S. Census indicates that the Kennedy CDP <br /> has a population of 3,356 (U.S. Census Bureau 2021). <br /> An estimated 52,405 housing units were in unincorporated San Joaquin County as of <br /> January 1, 2021 —an increase from the 2010 total of 48,231. Total single-family detached <br /> units were 43,352, approximately 82.7% of total housing units in the unincorporated <br /> County (California Department of Finance 2021). The Kennedy CDP has a total of 901 <br /> housing units (U.S. Census Bureau 2021). <br /> Environmental Impacts and Mitigation Measures <br /> a)Unplanned Population Growth. <br /> The project proposes residential development, which would directly induce population <br /> growth. Based on an estimated 3.14 persons per household in unincorporated San Joaquin <br /> County (California Department of Finance 2021), the total number of residents on the <br /> project site at full development would be approximately 641. This project would be <br /> developed on a site that has been zoned by the County as AU-20, an agricultural zone <br /> that nevertheless anticipates urban development. The Stockton General Plan 2040 has <br /> designated the project site for low-density residential development, and the proposed <br /> project is consistent with this designation. <br /> Pock Lane Public Review Draft IS/MND 3-56 May 2022 <br />
