multiple -dry year without the need for additional water supplies, so the project would not
have a cumulatively considerable impact on water systems.
The Traffic Impact Study analyzed the traffic impacts of the project under cumulative
conditions without and with the project. The Cumulative No Project Conditions analysis
forecasts how the study area's transportation system would operate with the growth and
changes of the surrounding community by the year 2040. The results of the LOS analysis
for the seven existing intersections under Cumulative No Project Conditions are
summarized in Table 3-8. Under this scenario, all but two intersections would continue to
operate at acceptable LOS D or better. The stop -controlled intersection of Pock Lane &
Mariposa Road would degrade to LOS F during the p.m. peak hour, with a substantial
increase in average delay on the northbound (controlled) approach compared to existing
conditions. The all -way stop intersection of Pock Lane & Boeing Way would degrade to
LOS E in the a.m. peak hour.
TABLE 3-8
CUMULATIVE NO PROJECT INTERSECTION LEVEL OF SERVICE
No.'
Intersection
Control
AM Peak Hour
PM Peak Hour
LOS
Delay
sec
LOS
Delay
sec
1
Mariposa Rd. & 8' Street
Signal
C
31.2
D
46.1
2
Pock Lane & Mariposa Rd.
Two -Way Stop
C
22.9
F
128.0
3
Pock Lane & 8' Street
All -Way Stop
B
13.2
B
12.5
4
Pock Lane & Carpenter Rd.
All -Way Stop
B
14.4
B
11.8
5
Pock Lane & To ninali Rd.
All -Way Stop
C
15.6
B
11.8
6
Pock Lane & Boeing Way
All -Way Stop
E
35.8
B
10.4
7
Pock Lane & Loomis Rd.
One -Way Stop
B
12.2
B
11.0
' See Figure 3-1
Bold indicates unacceptable operational conditions.
Source: TJKM 2022.
The Traffic Impact Study evaluated cumulative traffic conditions with the project at the
seven existing study intersections plus the two intersections that the project would create.
The study intersections and associated traffic controls are listed in Table 3-9, along with
the LOS.
Pock Lane Public Review Draft IS/MND 3-76 May 2022
