A wash rack was observed near
the western property line behind the shop. According to the site
contacts, the rinse water flows to an oil-water separator connected to
a septic system. The wash rack waste flows through a trench to a
concrete vault underground. A PVC pipe appeared to exit the vault on
the other end of the vault, discharging to a grassy area approximately
three feet east of the vault. No hazardous waste determination has
been made for this waste. Any person who generates a waste shall
determine if the waste is a hazardous waste. Immediately stop disposal
of waste to the concrete vault / oil-water separator system, make a
hazardous waste determination for the oily waste water, and manage it
according the Title 22 hazardous waste regulations. Submit a statement
and supporting documentation explaining how this waste was managed.
Violation Division:
San Joaquin County Environmental Health
Violation Program:
HW
Violation Source:
CERS
Evaluation:
Eval General Type:
Compliance Evaluation Inspection
Eval Date:
02-07-2017
Violations Found:
No
Eval Type:
Industrial Storm Water Compliance Evaluation
Eval Notes:
During the inspection, staff observed that the facility was not
implementing a storm water management program. -+ We strongly suggest
that you utilize a storm water consultant to evaluate the site and
make recommendations. -+ Update the Storm Water Pollution Prevention
Plan (SWPPP) to comply with the permit requirements. -+ Update the
site map to include all discharge and sampling locations. -+ Sample at
all discharge locations and sample storm water discharged from the
holding ponds. -+ Utilize Best Management Practices (BMPs) in/and
around the storm water holding ponds. -+ Remove, plug or lock the
valve that discharges from the secondary containment area around the
fuel tanks. -+ Consider placing oil absorbent socks in the secondary
containment area. -+ Place a berm or other structure on the
southwestern portion of the facility to retain storm water onsite and
direct storm water to the discharge location. -+ Implement BMPs to
capture hydrocarbons in/and around the vehicle parking area. Once
these actions have been completed, upload photographs of the BMPs, and
an updated SWPPP and SWPPP map into SMARTS and send an email to
Richard Muhl at Richard.
