3.0 ENVIRONMENTAL EVALUATION CHECKLIST <br />The following environmental evaluation considers the potential environmental effects of <br />County approval of the proposed project, as described in Chapter 2.0, Project <br />Description. The format of this evaluation is based on the Environmental Checklist <br />presented in CEQA Guidelines Appendix G. <br />3.1 AESTHETICS <br />Except as provided in Public Resources Code Section 21099, <br />would the project: <br />a) Have a substantial adverse effect on a scenic vista? <br />b) Substantially damage scenic resources, including, but not <br />limited to, trees, rock outcroppings, and historic buildings <br />within a state scenic highway? <br />c) In non -urbanized areas, substantially degrade the existing <br />visual character or quality of public views of the site and its <br />surroundings? (Public views are those that are experienced <br />from publicly accessible vantage point.) If the project is in <br />an urbanized area, would the project conflict with applicable <br />zoning and other regulations governing scenic quality? <br />d) Create a new source of substantial light or glare which <br />would adversely affect day or nighttime views in the area? <br />NARRATIVE DISCUSSION <br />Environmental Setting <br />Less Than <br />Significant <br />Potentially with Less Than <br />Significant Mitigation Significant <br />Impact Incorporated Impact No Impact <br />I/ <br />The project site consists of mostly flat vacant land once used for agriculture. Two single- <br />family residences, both on Pock Lane, occupy adjacent parcels to the site. Duck Creek <br />traverses the project site; however, it is channelized and has only grasses and reeds. Trees <br />in the area are associated with the on-site and adjacent residences. <br />The project site is within a developing area. Urban development is visible to the north, <br />west, and east. South of the 2706 Pock Lane site is an orchard. The most prominent <br />visual features in the area are Duck Creek, residences and utility poles along Pock Lane, <br />the orchard, and radio station towers south of the 3009 Pock Lane site. <br />Pock Lane Public Review Draft IS/MND 3-1 May 2022 <br />
