3.3 AIR QUALITY <br />Where available, the significance criteria established by the <br />applicable air quality management district or air pollution <br />control district may be relied upon to make the following <br />determinations. The San Joaquin Valley Air <br />Pollution Control District (SJVAPCD), which includes San Joaquin County, has <br />jurisdiction over most air quality matters in the Air Basin; vehicle emissions are the <br />responsibility of the California Air Resources Board (ARB). The SJVAPCD is tasked <br />with developing and implementing plans, programs and regulations that would enable the <br />Air Basin to attain ambient air quality standards set under both the federal and California <br />Clean Air Acts. Under their respective Clean Air Acts, both the State of California and <br />the federal government have established ambient air quality standards for six criteria air <br />pollutants: ozone, particulate matter, carbon monoxide, nitrogen dioxide, sulfur dioxide, <br />and lead. California has four additional criteria pollutants under its Clean Air Act; none <br />of these pollutants would be generated in the project area. Table 3-1 shows the current <br />attainment status of the Air Basin relative to the federal and State ambient air quality <br />standards for criteria pollutants. Except for ozone and particulate matter, the Air Basin is <br />in attainment of, or unclassified for, all federal and State ambient air quality standards. <br />Ozone is not emitted directly into the air but is formed when reactive organic gases <br />(ROG) and nitrogen oxides (NOx) react in the atmosphere in the presence of sunlight. <br />The SJVAPCD currently has a 2007 Ozone Plan and a 2013 Plan for the Revoked 1 -Hour <br />Ozone Standard for the Air Basin to attain federal ambient air quality standards for <br />ozone. <br />Pock Lane Public Review Draft IS/MND 3-7 May 2022 <br />
