North of the 2706 Pock Lane site is a mix of vacant land and urban development that <br />includes residential areas and the Maya Angelou Branch Library. Light industrial and <br />logistics development has occurred east of the 2706 Pock Lane site. South of the 2706 <br />Pock Lane site is vacant land and orchards. Along with Kennedy Park and Community <br />Center, Hamilton Elementary School is to the west of the 2706 Pock Lane site. <br />The current San Joaquin County General Plan was adopted in 2016. The County General <br />Plan is a legal document that serves as the County's guide for all future land use, <br />development, preservation, and resource conservation decisions. The horizon year for the <br />General Plan, except for the Housing Element, is 2035, which reflects the 20 -year <br />planning period for the General Plan. The County General Plan has designated the project <br />site R -L — Low Density Residential. <br />The San Joaquin County Development Code (San Joaquin County Code Title 9) applies <br />to lands in unincorporated San Joaquin County. The Development Code designates <br />zoning districts that are distinguished by the allowable land uses in each district. It also <br />specifies development standards for each zoning district, along with more generalized <br />standards such as height of structures, yards, and infrastructure standards. As noted in <br />Section 3.2, Agriculture and Forestry Resources, the project site is zoned AU -20 — <br />Agriculture -Urban Reserve, 20 -acre minimum. <br />Environmental Justice <br />Environmental justice is not an issue that CEQA explicitly requires to be addressed; <br />however, the State of California has recently emphasized the incorporation of <br />environmental justice concerns in land use and environmental planning. The State has <br />enacted SB 535, which seeks to address the adverse environmental impacts of projects <br />that disproportionately affect minority and/or lower income communities, particularly <br />those already burdened with environmental problems. <br />The California Office of Environmental Health Hazard Assessment has developed the <br />California Communities Environmental Health Screening Tool (CalEnviroScreen) to <br />identify "environmental justice" or "disadvantaged" communities. CalEnviroScreen <br />measures pollution and population characteristics using 20 indicators such as air and <br />drinking water quality, waste sites, toxic emissions, asthma rates, and poverty. It applies a <br />formula to each U.S. Census tract in California to generate a score that rates the level of <br />cumulative impacts on each area. A Census tract that scores in the top 25% is considered <br />a disadvantaged community. The project site is covered by two Census tracts: Tract <br />#6077002100 and Tract #6077002800. According to CalEnviro Screen, the overall scores <br />for both tracts are within the top 25%; therefore, the project site is within an area of <br />disadvantaged communities (OEHHA 2021). <br />Environmental Impacts and Mitigation Measures <br />a) Division of Established Communities. <br />Although the project site is identified as being within the Kennedy CDP, it is within an <br />area of land that is only partially developed; only two rural residences are on the site. <br />Pock Lane Public Review Draft IS/MND 3-50 May 2022 <br />
