As noted in Section 3.11, Land Use, the project <br />site is within the Kennedy CDP. The 2020 U.S. Census indicates that the Kennedy CDP <br />has a population of 3,356 (U.S. Census Bureau 2021). <br />An estimated 52,405 housing units were in unincorporated San Joaquin County as of <br />January 1, 2021 — an increase from the 2010 total of 48,231. Total single-family detached <br />units were 43,352, approximately 82.7% of total housing units in the unincorporated <br />County (California Department of Finance 2021). The Kennedy CDP has a total of 901 <br />housing units (U.S. Census Bureau 2021). <br />Environmental Impacts and Mitigation Measures <br />a) Unplanned Population Growth. <br />The project proposes residential development, which would directly induce population <br />growth. Based on an estimated 3.14 persons per household in unincorporated San Joaquin <br />County (California Department of Finance 2021), the total number of residents on the <br />project site at full development would be approximately 641. This project would be <br />developed on a site that has been zoned by the County as AU -20, an agricultural zone <br />that nevertheless anticipates urban development.
