Police protection services in San Joaquin County are provided by the San Joaquin County <br />Sheriff's Department, with its station in the community of French Camp. The Sheriff's <br />Department has more than 800 sworn and support personnel working in eight divisions, <br />including the Field Forces Division that provides patrols. <br />The project site is within the boundaries of the Stockton Unified School District. The <br />Stockton Unified School District provides education from transitional kindergarten to <br />12th grade, along with Head Start, adult, and special education programs. It operates 54 <br />schools within the Stockton area — 39 elementary schools, six high schools, and nine <br />specialty schools (City of Stockton 2018). As noted in Section 3.9, Hazards, the nearest <br />school is Hamilton Elementary School. The Stockton Unified School District requires <br />payment of development impact fees from development projects to cover capital costs for <br />new or expanded school facilities, in accordance with State law. <br />San Joaquin County, through its Parks and Recreation Department, owns and operates <br />nine parks in the unincorporated Stockton area. The nearest County park to the project <br />site is Kennedy Park and Community Center, adjacent to and north of the 3009 Pock <br />Lane site. The City of Stockton, through its Community Services Department, also <br />provides park and recreational services. The nearest City Park to the project site is <br />Reverend Holmes Park, approximately 0.6 miles southwest of the project site. Section <br />3.16, Recreation, provides more information on these parks. <br />Libraries in San Joaquin County and the City of Stockton have merged to become the <br />Stockton -San Joaquin County Public Library system. The library system has 15 branches <br />in nine communities; seven of these branches are in Stockton. The nearest library branch <br />to the project site is the Maya Angelou Branch Library at 2324 Pock Lane, approximately <br />one-quarter mile north of the project site. This library offers computer workstations and <br />printers for general and Internet use, a reference collection for in-depth research, and a <br />circulating collection of library materials. <br />Environmental Impacts and Mitigation Measures <br />a -i) Fire Protection. <br />The project is anticipated to place demands on fire protection services by the Montezuma <br />Fire District. The Fire District has indicated that the project could be served without new <br />or expanded facilities. The Fire District charges an impact fee of $0.35 per square foot of <br />residential development for future development of District facilities (Ed Martel electronic <br />mail), which would be subject to CEQA review. Project impacts on fire protection <br />services would be less than significant. <br />a -ii) Police Protection. <br />The project has the potential to increase calls for law enforcement services from the <br />project site, as a mostly vacant site becomes more active. No new or expanded Sheriffs <br />Department facilities that could have a potential environmental impact would be required <br />to meet anticipated demands for law enforcement services.
