a <br /> i <br /> t <br /> Corrective Action Financial Assurance Estimate <br /> Harney Lane Sanitary Landfill <br /> San Joaquin County <br /> May 25, 2007 <br /> I <br /> ' INTRODUCTION <br /> Purpose <br /> Corrective action financial assurance for a"reasonably foreseeable release"from a <br /> landfill is required under Sections 20380(b) and 22220-22222 of Title 27, California <br /> Code of Regulations. In order to satisfy this corrective action financial assurance <br /> I requirement, the Discharger must estimate the cost of the corrective action taken to <br /> mitigate a"reasonably foreseeable release". This report documents the rationale, <br /> assumptions and results used in preparing the estimate. The approach used in developing <br /> j the estimate is summarized below. <br /> i <br /> Assess the physical layout, geology,containment systems, environmental monitoring <br /> systems, and history of impacts to either groundwater or surface water. <br /> jDevelop a hypothetical release scenario based on the data collection in Item 1. <br /> Develop an evaluation monitoring program to determine the lateral and vertical extent of <br /> release from the landfill <br /> Developed a hypothetical corrective action response to mitigate the impacts envisioned <br /> under the hypothetical release scenario. The extent and complexity of the corrective <br /> action response is proportional to the environment threat of the release and in consistent <br /> with the types and magnitude of corrective action commonly mandated by the Regional <br /> Water Quality Board(RWQCB) at the time this document was prepared. <br /> Costs are estimated for implementation of the corrective action based on the premise that <br /> the corrective action response will be designed and constructed by a third party. Costs <br /> presented in the estimate are typical for engineering and construction services rendered in <br /> the Northern Central Valley in 2006. <br /> Site Description <br /> 4 The Harney Lane Sanitary Landfill is located at 14750 East Harney Lane and is owned <br /> by San Joaquin County. The landfill is located on a 127-acre parcel of which 94 acres <br /> received refuse fill. The landfill is an unlined Class III Waste Management Unit that has <br /> not received waste since 1991. The Unit does not utilize a leachate recovery system. The <br /> landfill was closed in October 1994. Waste discharge included commercial and <br /> household waste, construction/demolition waste, and agricultural waste.
