The
corrective action cost estimates are required in accordance with Title 27, §22380(b) and
§22220 through §22222. The four San Joaquin Bounty landfills are: Corral Hollow Landfill
(closed), Harney Lane Landfill (closed), North County Recycling Center and Sanitary Landfill
(operating), and Foothill Sanitary Landfill (operating).
The corrective action cost estimates for a reasonably foreseeable release scenario were
developed based on site histories and are projected over a 30 year period. San Joaquin
County has determined the proper funding mechanism of Financial Assurance for the four
landfills is a Pledge of Revenue. The following table presents the total cost of the corrective
action period (30 years) and annual costs for corrective action at each of the four landfills.
Landfill Name Total Cost for Corrective Annual Cost
Action Period
Corral Hollow Landfill $846,060 $28,202
Harney Lane Landfill $1,471,110 $49,037
North County Sanitary Landfill $1,520,265 $50,676
Foothill Sanitary Landfill $1,677,090 $55,903
Based on a review of the release scenarios used to develop appropriate corrective action at
each of the landfills listed above, staff approves'the estimated costs, which appear to be
appropriate for the given scenarios.
California Environmental Protection Agency
P.—"/.,/P—,
