Page 1 of 2 <br /> Mike Infurna [EH] <br /> From: Mike Infurna [EH] <br /> Sent: Wednesday, September 07, 2011 2:39 PM <br /> To: 'john.bobbitt@cardno.com' <br /> Subject: clarification <br /> John, <br /> I re-read your May 27 email to me wherein you mentioned "hand augers and other hand <br /> tools".. <br /> I think we should put some of this in print so in the future there are no misunderstandings. <br /> to be clear, the EHD requires a permit for: <br /> -hand augers <br /> -push points <br /> -drilling <br /> -coring <br /> soil samples collected from backhoe operations, hand digging with shovels, post-hole devices, <br /> scrapes, pushing a soil tube into the dirt are NOT required to have an EHD boring permit. so <br /> either change your plans from your May 27 email and DELETE hand augers from your plans. <br /> Sites requesting a No Further Action/Investigation letter at the end of the investigation <br /> must ENTER into an agreement with us under our "Voluntary Cleanup Program" (formerly AB- <br /> 1248) now H&S Code 101480-101490. This program with the EHD is only conducted IF the <br /> EHD has the time and manpower to oversee the project and requires the requestor to follow <br /> directions issued by the EHD. These sites are typically soil only sites and we work with the <br /> DTSC's PRGs to establish a 'clean up goal' for the site. Once reached, the EHD will issue a <br /> letter stating that the clean up goals have been reached. <br /> Site's not requesting a letter at the end but must have a boring permit, must enter our <br /> Environmental Assessment program (EA) and after fees and forms have been accepted, may <br /> conduct the investigation at their own direction. a report of findings is due at the EHD (as <br /> stipulated in the signature paragraph at the bottom of the Master File Record form required for <br /> EA's) and the end of the field work. <br /> click on this page and read the requirements to enter our EA program so you may obtain a <br /> boring permit. http://www.sjgov.org/ehd/docs/Requirements%20for%2OUnit%201V%20Well% <br /> 20Permit.pdf <br /> If you choose NOT to work with the EHD, but you still want a letter at the end, you must work <br /> with other regulatory agencies (CVRWQCB or the DTSC).
