On a regular schedule. 2. After material repairs are <br />made. 3. By qualified personnel. 4. The frequency and type of testing <br />and inspections based on container size, configuration, and design. <br />Violation Notes: <br />Returned to compliance on 02/12/2019. The SPCC plan references the <br />Steel Tank Institute (STI) SP -001 industry standard for inspections of <br />the tanks. The SPCC plan does not address annual inspections as <br />required by the STI SP -001 standard. An environmental equivalence <br />claim addresses the required testing by certified STI SP -001 inspector <br />and not the deviation from annual inspections by the facility. Each <br />aboveground container shall be tested and inspected for integrity on a <br />regular schedule and whenever repairs are made. The qualifications of <br />personnel performing tests and inspections, frequency and type of <br />testing and inspections that take into account container size, <br />configuration, and design shall be determined in accordance with <br />industry standards. Examples of these integrity tests include, but are <br />not limited to: visual inspection, hydrostatic testing, radiographic <br />testing, ultrasonic testing, acoustic emissions testing, or other <br />systems of non-destructive testing.
