Submit a <br />legible copy of the updated facility diagram to the EHD for review. <br />Violation Division: <br />San Joaquin County Environmental Health <br />Violation Program: <br />APSA <br />Violation Source: <br />CERS <br />Site ID: <br />395262 <br />Site Name: <br />J B HUNT TRANSPORT INC <br />Violation Date: <br />05-22-2015 <br />Citation: <br />22 CCR 15 66265.195(a) - California Code of Regulations, Title 22, <br />Chapter 15, Section(s) 66265.195(a) <br />Violation Description: <br />Failure of the owner or operator to conduct inspections and maintain <br />inspection records at the facility of the following tank equipment: 1) <br />Overfill/spill control equipment (e.g., waste -feed cutoff systems, <br />bypass systems, and drainage systems) to ensure that it is in good <br />working order; 2) The aboveground portions of the tank system, if any, <br />to detect corrosion or releases of waste; 3) Data gathered from <br />monitoring equipment and leak -detection equipment, (e.g., pressure and <br />temperature gauges, monitoring wells) to ensure that the tank system <br />is being operated according to its design; 4) The construction <br />materials and the area immediately surrounding the externally <br />accessible portion of the tank system including secondary containment <br />structures (e.g., dikes) to detect erosion or signs of releases of <br />hazardous waste (e.g., wet spots, dead vegetation); and 5) For <br />uncovered tanks, the level of waste in the tank, to ensure compliance <br />with section 66265.194(b)(3). <br />Violation Notes: <br />Returned to compliance on 06/19/2015. Inspections of the hazardous <br />waste tank system was not performed and documented for every day the <br />facility was in operations in December 2014. The following items are <br />required to be inspected at least daily: 1. overfill/spill control <br />equipment; 2. aboveground portions of the tank system to detect <br />corrosion or releases of water; 3. data gathered from monitoring and <br />leak -detection equipment; 4. outside areas of the tank system <br />including secondary containment to detect erosion or signs of releases <br />of hazardous waste; 5. for uncovered tanks, the level of waste in the <br />tank. Immediately begin required inspections of the hazardous waste <br />tank system, and document the items inspected.
