Box 690757 <br /> Stockton, CA 95269 <br /> NO FURTHER ACTION FOR THE FORMER KARLSON TRUCKING SITE, MANTECA, <br /> SAN JOAQUIN COUNTY <br /> Geo-Phase Environmental (Geo-Phase)has prepared the 23 July 2001 Low-Risk Closure Request on <br /> behalf of Ms. Margaret Russell, owner of the former Karlson Trucking site at 9909 East Woodward <br /> Avenue in Manteca. A portion of the site was used as a truck service and switching yard. A drainage <br /> basin, formerly used for discharges from the truck washing operation, is now used for disposal of storm <br /> water runoff from the site. The report provides documentation to support no further action (NFA) for the <br /> site in accordance with Central Valley Regional Water Quality Control Board (Regional Board) staff s <br /> Appendix B of the Tri-Regional Board Staff Recommendations for Preliminary Investigation and <br /> Evaluation of Underground Tank Sites. <br /> Investigations conducted during 1998-2001 identified soil and groundwater pollution at the site. The <br /> 1998 data showed soil concentrations of total petroleum hydrocarbons analyzed as diesel (TPHd) but <br /> characterized as dielectric oil in soil of up to 227 mg/kg. The data also showed TPHd concentrations of <br /> up to 17,000 µg/i at monitoring well (MW) 4. The water quality objective (WQO) for TPHd is 100 pg/l. <br /> Results from the last groundwater sampling event completed in June 2001 showed nondetectable levels <br /> of TPHd in all MWs except in MW 4, which contained 606 pg/l. This shows that the residual TPHd in <br /> soil at the site is not providing a source of dissolved petroleum constituents to groundwater and that the <br /> groundwater concentrations have decreased significantly. The TPHd in groundwater is limited to the <br /> vicinity of MW 4, and it is expected that the concentrations will continue to decrease and reach the <br /> WQO. <br /> Geo-Phase also conducted a qualitative health risk screening evaluation to assess the potential human <br /> health risks associated with residual chemicals detected in soil. Only a qualitative risk assessment was <br /> conducted since no benzene, toluene, ethylbenzene, xylenes, and polynuclear aromatic hydrocarbons <br /> were detected. This evaluation showed that the presence of residual petroleum constituents in soil does <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br /> The energy challenge facing California is real.
