March Lane, Ste.B-100 <br /> Stockton, CA 95207 <br /> REVIEW QUARTERLYREPORT-FOURTH QUARTER 2003 <br /> I reviewed the Quarterly Report-Fourth Quarter 2003 (Report) dated 13 February 2004, submitted on your <br /> behalf by Advanced GeoEnvironmental Inc. (AGE). The Report provides results of the December 2003 <br /> groundwater monitoring and analysis for the two commingled plumes on your property, <br /> Former Connell Motor Lift Truck and River City Petroleum. The Report states: <br /> • The 1,2-dichloroethane (1,2-DCA)portion of the commingled petroleum hydrocarbon plume extends <br /> deeper than the 150 feet below surface now monitored in the River City Petroleum source area, and <br /> requires further definition for vertical and lateral extent. <br /> • Recommends implementation of the approved(30 December 2003)Interim Soil Vapor Extraction and <br /> Site Assessment Work Plan (Workplan) for the vadose zone contamination and the 1,2-DC4 <br /> investigation. In a phone conversation concerning the Workplan schedule with AGE on 1 March 2004, I <br /> was informed that implementation of the Workplan was slated for mid March,that a report of the SVE <br /> installation/site investigation would follow one month later. <br /> • Recommends preparation of a revised Corrective Action Plan(CAP). In a letter dated 13 August 2003, <br /> you were directed to submit a revised CAP by 1 October 2003. In a letter dated 10 October 2003 the <br /> deadline was extended to 15 December 2003. And in a letter dated 30 December 2003 the deadline was <br /> extended to 15 January 2003. None of the extended deadline dates have been met. 23Nevertheless, in <br /> order to use the data from the site investigation to evaluate remedial systems,I will grant one final <br /> deadline extension for the revised CAP until 15 May 2004. <br /> I have tentatively scheduled a site visit at your property with AGE on Tuesday, 16 March 2004 to <br /> observe the fieldwork associated with the Workplan. If you are available, I would like to discuss the <br /> project with you at that time.
