AND RIVER CITY PETROLEUM, 2211 NORTH WILSON WAY, STOCKTON, SAN
JOAQUIN COUNTY, CENTRAL VALLEY WATER BOARD CASE NOS. SL1863936 AND 390991
The California State Water Resources Control Board (State Water Board) Resolution No. 2009-0042
requires reduction from quarterly groundwater monitoring to semi-annual or less frequent monitoring at
all sites, unless site-specific needs warrant otherwise, and requires notification to all responsible
parties and the State Water Board of the new requirements by 1 August 2009. These two commingled
plume sites are currently monitored under one Monitoring and Reporting Program No. R5-2005-0827,
issued 1 August 2005, and several site wells are currently monitored on a quarterly basis. Central
Valley Water Board staff is preparing a new Monitoring and Reporting Program (MRP), with a
monitoring frequency of no more frequent than semi-annually.
I have reviewed your case file and semi-annual monitoring appears appropriate for your site. Until
issuance of the new MRP, you may, effective immediately, reduce all site wells to semi-annual
monitoring during the first and third quarters. Central Valley Water Board staff will not recommend
formal enforcement for violation of your existing MRP. Therefore, you are to implement semi-annual
groundwater monitoring with groundwater samples being collected and analyzed for your site's
constituents of concern every 1st and 3rd quarter of each calendar year until directed by this office to do
otherwise. Monitoring reports detailing the results are to be submitted by the 30th day of the month
following the end of the reporting quarter (30 April for the 1 st quarter event and 30 October for the
3rd quarter event).
You are to also submit quarterly status reports by letter or email during the 2nd and 4th quarter of each
calendar year (15 July for the 2nd quarter and 15 January for the 4th quarter) of all work conducted
during that quarter until directed by this office to do otherwise. The status reports and semi-annual
monitoring reports shall also include updates for scheduled work and requests for modifications to
existing schedules posted in the State GeoTracker database, if applicable.
You may contact me regarding questions by phone at (916) 464-4615; or for questions and status
report submittals, by e-mail at jbartonCo.waterboards.ca.gov.
James L.L.
