Ms. Kerry Heckman - 2 - 24 November 2004
River City Petroleum/Fortner Connell Motor Lift Truck
USTs and dispensers release. Grab groundwater sample analysis for CPT-10 reported TPHg at 200' bgs,
to the west of the current deep USTs monitoring well network under the Stoddard Spill site. By
1 February 2005 include a Workplan for a groundwater investigation to completely define the lateral
and vertical extent of the TPH (including TPHg and 1,2-DCA) groundwater plume to the north and to the
west of the site.
c. I observed the startup of the Interim Soil Vapor Extraction(SVE)remediation system on
9 November 2004. Please include the volume of individual contaminants removed, SVE system data,
and analytical results of vapor sampling for the SVE treatment system in tabular form and laboratory data
sheets in future quarterly monitoring reports. Also include contour maps for the dissolved phase TPH in
groundwater,if adequate data exists, for each contaminant-impacted HU in future quarterly monitoring
reports
d. During a discussion with San Joaquin County Environmental Health Department(SJCEHD) on
17 November 2004, I received a copy of the 1990 SJCEHD well rehabilitation permit for the onsite
drinking water(ODW)well, which is located approximately 200' north of the monitoring well network.
SJCEHD informed me that they monitor the ODW well for nitrates, but do not include TPH or associated
constituents. The ODW well is screened from 100' to 200' bgs,and has occasionally been downgradient
of the TPH plume. Please include sampling of the ODW well in the quarterly monitoring program and
report any contaminant detections immediately to SJCEHD staff and myself. It is my understanding from
conversation with AGE that the ODW well water is used only for washing, that the tenants(auto body
shop) and your office provide bottled drinking water. I was also informed by SJCEHD that adequate
hookups to City of Stockton public water exist on your property. I suggest that you consider properly
abandoning the ODW well and hooking up the remaining water users to public water, before the ODW
well is impacted from the groundwater pollution.
Please provide at least 72 hours prior notice to San Joaquin County staff and myself for fieldwork.
