FACILITY MANTECA, CALIFORNIA Dear Mr. Attebery, This addendum to the revised workplan prepared for the limited soil and groundwater investigation (Kleinfelder document 27125.E01/ST03R657 dated May 23, 2003) is in response to the comments from the State of California Regional Water Quality Control Board (RWQCB) and Department of Toxic Substances Control (DTSC) and their requirement to address those comments by August 22, 2003. Following your review, please forward the copies in the pre- addressed envelopes. The italicized comments made by the RWQCB are as re-stated below followed by a response. ITEM 1 In Section 2.2 on Page 3, the site is referenced as currently occupying 1.5 acres while it has historically occupied up to 5 acres. The Revised Work Plan does not propose samples for the other 3.5 acres. Soil samples are needed to determine if there was a release caused by activities on other areas of the property, such as areas where the fertilizer rinse water was allegedly discharged, including the former orchard area. It is understood that the site has historically occupied up to 5 acres. In accordance with the City of Manteca, South Manteca EIR for farm properties there has been at least 1 sample per 5 acres proposed for collection and laboratory analysis. Given the past use of the site we feel that there is an ample number of soil sample collection sites noted in the revised workplan. Additionally, it should be noted that there is no substantiated claim to the alleged application of fertilizer rinse water to the orchard. To the contrary, in the Phase I report prepared for the site by Kleinfelder (Document No. 27125.ENV/ST03R533, page 23, dated April 1, 2003) it was stated by Mr. Stephen Schmiedt that "...the rinse water was either disposed of or taken offsite to be spread on other agricultural areas." Additionally it was stated "...that the rinse water was not spread on site."
