FACILITY <br /> MANTECA, CALIFORNIA <br /> Dear Mr. Attebery, <br /> This addendum to the revised workplan prepared for the limited soil and groundwater <br /> investigation (Kleinfelder document 27125.E01/ST03R657 dated May 23, 2003) is in response <br /> to the comments from the State of California Regional Water Quality Control Board (RWQCB) <br /> and Department of Toxic Substances Control (DTSC) and their requirement to address those <br /> comments by August 22, 2003. Following your review, please forward the copies in the pre- <br /> addressed envelopes. The italicized comments made by the RWQCB are as re-stated below <br /> followed by a response. <br /> ITEM 1 <br /> In Section 2.2 on Page 3, the site is referenced as currently occupying 1.5 acres while it has <br /> historically occupied up to 5 acres. The Revised Work Plan does not propose samples for the <br /> other 3.5 acres. Soil samples are needed to determine if there was a release caused by activities <br /> on other areas of the property, such as areas where the fertilizer rinse water was allegedly <br /> discharged, including the former orchard area. <br /> It is understood that the site has historically occupied up to 5 acres. In accordance with the City <br /> of Manteca, South Manteca EIR for farm properties there has been at least 1 sample per 5 acres <br /> proposed for collection and laboratory analysis. Given the past use of the site we feel that there <br /> is an ample number of soil sample collection sites noted in the revised workplan. <br /> Additionally, it should be noted that there is no substantiated claim to the alleged application of <br /> fertilizer rinse water to the orchard. To the contrary, in the Phase I report prepared for the site by <br /> Kleinfelder (Document No. 27125.ENV/ST03R533, page 23, dated April 1, 2003) it was stated <br /> by Mr. Stephen Schmiedt that "...the rinse water was either disposed of or taken offsite to be <br /> spread on other agricultural areas." Additionally it was stated "...that the rinse water was not <br /> spread on site."
