WEBER AVENUE, CITY STOCKTON DEPARTMENT OF <br />HOUSING AND REDEVELOPMENT, STOCKTON, SAN JOAQUIN COUNTY <br />Staff of the Central Valley Regional Water Quality Control Board (Central Valley Water Board) <br />reviewed the 20 March 2006 Workplan for the Union Pacific [Stockton RDA Waterfront Project <br />Areas 3, 4 and 241 Redevelopment Project (investigation Work Plan) that was prepared by <br />Golden State Environmental, Inc of Whither, California, on behalf of the City of Stockton <br />Department of Housing and Redevelopment (aka HRD or RDA). Project Areas 3, 4 and 24, <br />belong to the RDA and are identified within the City's 13 September 2000 Environmental <br />Master Plan and are shown in Attachment 1. The Central Valley Water Board file name for <br />this site is Stockton RDA Waterfront Project Area 3,.4 and 24, as appropriate, and will be <br />referred to as the WorkNet site. <br />Project Area Background and Cleanup Status <br />The Stockton RDA Waterfront Project Area 3 (Project Area 3) is at 56 S. Lincoln Street and <br />has been referred to as the WorkNet site. WorkNet is a division of the Employment and <br />Economic Development Department of San Joaquin County. In June 2001, a subsurface <br />investigation was conducted for Project Area 3 and is shown on Attachment 2, which indicates <br />that although the railroad corridor was a prominent feature plotted on the site map; no borings <br />were placed to investigate the railroad corridor. In March 2004, the RDA requested that <br />monitoring wells MW-36 and 3MW-1R, which were associated with its Morton-Aico and Unocal <br />release sites, be destroyed because construction of the WorkNet building was planned to <br />begin in April. The February 2004 sampling of these two wells showed non-detect for the <br />constituents of concern, including but not limited to, total petroleum hydrocarbons and <br />benzene, toluene, ethylbenzene and xylenes. The wells were destroyed in April 2004, and no <br />final groundwater sample was collected before their destruction. <br />In July 2004, the building contractor for the WorkNet building discovered odors and soil <br />pollution during the construction of the building foundation. Extensive soil pollution was found <br />to be present in the railroad corridor and the nature of the pollution was petroleum fuel <br />California Environmental Protection Agency <br />et, 10 Raveled Pape. <br />I /I 11111•11•1
