Revised Work Plan <br />Soil and Groundwater Characterization <br />Stockton Union Pacific Railroad <br />Redevelopment Project <br />City of Stockton Redevelopment Agency <br />Stockton, California <br />1 INTRODUCTION <br />1.1 BACKGROUND AND PURPOSE <br />This Revised Work Plan for Soil and Groundwater Characterization (Revised Work Plan) is <br />prepared to facilitate actions taken by the City of Stockton Redevelopment Agency (Agency) <br />while exercising its authority under the Polanco Redevelopment Act set forth in Health & Safety <br />Code 33459-33459.8 (Polanco Act). This Revised Work Plan will provide data for soil and <br />groundwater characterization, and remedy selection and cleanup, if required. The activities will <br />be performed in a cost-effective and timely manner, to achieve a closure letter for the Stockton <br />Union Pacific Railroad Redevelopment Project (Stockton UPRR Project) area from the California <br />Water Quality Control Board — Central Valley Region (Regional Board. The Regional Board has <br />been designated the regulatory oversight agency for the Stockton UPRR Project. The Agency is <br />currently working with the Regional Board to execute a Polanco agreement for regulatory <br />oversight of this, and subsequent, investigations and remedial actions at the Stockton UPRR. <br />A Work Plan for Soil and Groundwater Characterization was submitted to the Regional <br />Board on 20 March 2006 (March Work Plan). Comments to the March Work Plan were received <br />from the Regional Board in their letter dated 7 June 2006. This Revised Work Plan addresses <br />several of the comments and requirements as stated. Additional responses to comments were <br />discussed in the transmittal letter to this Revised Work Plan. The Regional Board June 2006 <br />letter is provided in Appendix A. <br />During performance of the Revised Work Plan activities, work will be performed to ensure <br />protection of public health and the environment. Work will be conducted in accordance with <br />applicable California Occupational Safety & Health Administration (Cal-OSHA) regulations set <br />forth in California Code of Regulations, Title 8, including but not limited to Section 5192 and <br />applicable guidance. <br />Golden State Environmental, Inc. - I - Los Angeles, San Diego and Houston <br />Revised Work Plan — Soil and GW Characterization July 2006
