PHASE II ENVIRONMENTAL SITE ASSESSMENT <br />WORK PLAN <br />City Lot "I" Parking Lot <br />Stockton <br />San Joaquin County, California <br />March 30, 2007 <br />INTRODUCTION <br />This is a Work Plan to describe the Scope of Work for conducting a Limited Phase II Environmental Site <br />Assessment (ESA) at the City Lot "I" Parking Lot (Site), the northeast corner of which is located at the <br />intersection of Weber Avenue and Sutter Street in Stockton, San Joaquin County, California (Figure 1). <br />The Site occupies Assessor Parcel Numbers (APN) 149-160-03, 149-160-04, 149-160-05, 149-160-06, <br />and 149-160-07 (Figure 2). Condor Earth Technologies, Inc. (Condor) prepared this Work Plan at the <br />request of Mr. Gabriel Karam, Director of Capital Projects, San Joaquin County. <br />The objective of the work described in this Work Plan is to investigate potential contamination of <br />imported fill, native materials, and groundwater at the planned Site for the San Joaquin County <br />Government Center. Potential contamination includes petroleum hydrocarbon compounds, including <br />semi-volatile organic compounds (SVOCs), and metals in the fill, native material (alluvium), and <br />groundwater. The proposed work will include the advancement of at least 12 direct push borings to <br />collect soil and groundwater samples, laboratory analysis of the soil and groundwater samples, geologic <br />logging of the borings, and collection of pertinent field data. The results of the field work and the <br />analytical data will be described in a Phase II ESA report. The field work is expected to start on <br />April 2, 2007 and be completed by April 6, 2007. Condor anticipates providing a verbal summary of the <br />investigation results to Mr. Karam by April 13, 2007. <br />SITE BACKGROUND <br />The Site is located south of Weber Avenue, between San Joaquin and Sutter Streets in Stockton, San <br />Joaquin County, California, and consists of five commercial parcels in use as a paved city parking lot <br />(Figure 2). The area proposed for study has been the site of numerous buildings demolished over a period <br />of time. Based on the very limited information available, the imported fill, locally, may have been placed <br />on abandoned concrete and brick foundation materials and abandoned utility tunnels, as well as placed on <br />recent alluvial deposits consisting of sand, silt, and clay. Depth to first groundwater is anticipated to be <br />approximately 30 feet below ground surface (bgs) in the alluvium. <br />At present the Site is undergoing preparation for construction of the Government Center. Results of the <br />Phase I ESA completed at the Site were not available for review during preparation of this Work Plan. <br />The Phase I assessment data are expected to be available during preparation of the Phase II investigation <br />draft report and the appropriate data, including significant findings and historical use of the Site, will be <br />included in the final Phase II report. <br />GEOPROBE BORING FIELD PROCEDURES <br />This section includes a description of the Site preparation, Geoprobe boring procedures, proposed Site <br />health and safety procedures, and laboratory analyses. <br />CONDOR
