CONDOR EARTH TECHNOLOGIES, INC. GENERAL HEALTH & SAFETY PLAN <br />FOR WORKING WITH ORGANIC VAPORS AND LIQUID CONTAMINANTS <br />Condor Earth Technologies, Inc. has adopted the following Health & Safety Plan for working with <br />organic vapors and liquid contaminants that may be encountered during investigative excavation, drilling, <br />and sampling operations. Condor technicians will employ photoionization detector (PD) Organic Vapor <br />Monitoring technology to monitor exposure in order to meet Short Term Exposure Limit (STEL) <br />requirements. The purpose of this plan is to provide health and safety precautions for the initial and <br />subsequent site visits until the nature and magnitude of the contaminants have been evaluated. <br />All work will be done in general accordance with current OSHA regulations and all personnel working <br />within the exclusion zone at the project site will have completed a 40-hour OSHA HAZWOPER course. <br />A tailgate safety meeting will be held prior to commencement of work each day and a Health & Safety <br />Plan will be discussed with and presented to all crew members for their signatures. <br />This Health & Safety Plan is limited to provisions for safe work practices related to exposure to <br />petroleum products to include diesel, kerosene, motor oil, and other petroleum oils. The suspected <br />contaminants are listed on the cover page and respective Material Data Safety Sheets (MSDS) for <br />suspected contaminants are attached. <br />GENERAL SAFETY MEASURES <br />Access to the project site shall be limited by the exclusion zone. The exclusion zone shall include an area <br />at least ten feet from the Geoprobe rig and associated equipment. No one will be allowed in the exclusion <br />zone without proof of OSHA HAZWOPER certification and appropriate personal protective equipment. <br />No smoking will be allowed in the exclusion zone. <br />All Condor personnel, subcontractors, and consultants shall adhere to the provisions of the Condor Site <br />Safety Plan including all applicable elements of the Condor Illness and Injury Prevention Program (DPP). <br />All of the above personnel who participate in fieldwork at the site will attend a safety indoctrination <br />provided by the Condor Site Safety Officer. The Condor Site Safety Plan is maintained in this work plan. <br />Copies of this work plan shall be available to all working units of Condor, its subcontractors and <br />consultants. <br />SITE SAFETY OFFICER RESPONSIBILITIES <br />The Site Safety Officer shall monitor all activities of equipment and personnel at the project site. Site <br />Safety Officer responsibilities will include the following: <br />Limiting access to the exclusion zone to authorized personnel. <br />Providing written log of on-site activities and events. <br />Notification of regulatory agencies during emergency procedures. <br />Enforcement of contaminant exposure site safety precautions. <br />Document all injuries and safety incidents. <br />During excavation in soils containing organic vapors and liquid contaminants, all personnel shall <br />undertake the following precautions:
