WORK PLAN OF LIMITED SUBSURFACE INVESTIGATION <br />PROPOSED WIRELESS TELECOMMUNICATIONS <br />SERVICE FACILITY LOCATION ON THE CONNELL MOTORS <br />PROPERTY AT 2219 NORTH WILSON WAY IN THE CITY OF <br />STOCKTON, (SAN JOAQUIN COUNTY), CALIFORNIA <br />T-MOBILE USA SITE NAME: Connell Motor <br />T-MOBILE USA SITE NUMBER: SC-13309A <br />1.0 Site Description and History <br />The subject property is located at 2219 North Wilson Way in the city of Stockton, San Joaquin County, <br />California (subject property). The subject property is situated to the northwest of the intersection of <br />Wilson Way and Orwood Street in the northern portion of the city of Stockton (Figure 1). The subject <br />property is a generally rectangular-shaped, roughly eight-acre parcel of land bordered by variable-size <br />commercial parcels and public rights-of-way. Commercial improvements to the subject property include <br />a rectangular-shaped warehouse, restaurant, ancillary building, and asphalt and concrete tarmac (Figure). <br />The warehouse is centrally located on the subject property and set-back about 80 feet from Wilson Way. <br />The restaurant and ancillary building have been developed along the southern margin of the subject <br />property about 150 feet south of the warehouse. <br />A review of zoning drawings indicated that the proposed WTS facility (Figure 5) would involve: <br />Establishing a roughly 20- by 30-foot ground lease near the southwestern corner of the subject <br />property within which a 70-foot monopole would be erected and up to four equipment cabinets <br />associated with the proposed WTS facility would be placed to house associated electronic equipment <br />and backup batteries; <br />Constructing a privacy fence enclosure about the proposed ground lease to restrict access to the <br />proposed lease area; <br />Establishing a 15-foot-wide access easement that extends about 250 feet from Wilson Way to the <br />proposed lease area; and <br />Connecting the proposed WTS facility to land-based (wired) electrical and telecommunications <br />utilities located at a nearby joint-utility pole located about 150 feet to the southeast of the proposed <br />lease area. <br />The proposed ground lease and WTS facility would be sited on a host property that is identified as the <br />former location of nine underground storage tank (USTs), including seven 10,000-gallon tanks used to <br />storing diesel fuel and gasoline and two 500-gallon tanks for used/waste oil. These USTs were reportedly <br />removed from the subject property sometime in 2000. Releases of gasoline and diesel fuel from these <br />UST systems on the central and western portions of the subject property have resulted in widespread <br />contamination of soil and groundwater at the site. Once released, site investigation data suggests that <br />petroleum hydrocarbon contaminants have migrated westerly and vertically to depths ranging from 55 to <br />more than 75 feet below ground surface (bgs). Contamination from a release from the former UST area <br />on the western portion of the site is less severe; however, released petroleum hydrocarbons migrated <br />westerly from this former UST area and vertically to depths ranging from 35 to 55 feet bgs. Recent <br />groundwater data suggests that contamination at the subject property may extend to depths ranging up to <br />160 feet bgs. The presence of widespread groundwater contamination of the host property is a potential <br />environmental issue associated with development of the proposed WTS facility.
